Job Summary The Signals and Communications (S&C) Standards Officer is responsible for safeguarding the integrity of the signal plant by ensuring policies, standards, regulatory requirements, and safe practices are understood and implemented across the S&C department. In addition, the role develops and modifies S&C standards, general instructions rules, and ensures awareness and knowledge of safe signalling methodologies are followed system wide. They are also responsible for training and overseeing System Engineer, Signals and Communication Standards employees. Main Responsibilities • Review and approve all documents which govern how S&C is governed across the US and Canada. This includes reviewing governing regulations such as NEC, CSA, and IEEE. • Approving safety assurance standards and templates for the implementation, maintenance, and validation of the signal plant. • Provide mentoring on the key principles of safe signalling practices to System Engineer, Signals and Communication Standards employees and CN's internal customers. • Provide technical support to divisions for incident and failure investigation. • Analyze the department's metrics on a regular basis and look for improvements on common problems across the network. • Work with suppliers to improve the quality and service of products and research alternative solutions and technologies for the cases of obsolescence or lack of improvement. • Support Supply Management with technical knowledge, field data and competitive product technical information to obtain the best overall value. • Instrumental in development of new technologies deployed within the S&C group providing greater analytics to both transportation, mechanical and ROC operations for the efficient and safe operation of the network. Working Conditions The role is performed in a combination of office and outdoor environment in various types of weather conditions with a regular workweek from Monday to Friday. The role is required to be on-call 24/7 to respond to critical incidences. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure, and stress. The role requires minimal travel (up to 25%) within Canada and the United States (U.S.). Candidate must possess a valid passport for travel between the US and Canada. Requirements Experience • Minimum of 5 years of relevant experience Education/Certification/Designation • High School Diploma or General Educational Development (GED) • Bachelor's degree in Electrical, Electronic, Computer Engineering, Engineering Technology, or equivalent* *Any designation for these above would be considered as an asset Competencies • Identifies potential safety and security risks. • Leads by example for the safety and security of all. • Solves problems to create value. • Communicates with impact. • Collaborates with others and shares information. • Knows the business and stays current on industry needs. • Demonstrates agility and drives change. Technical Skills/Knowledge • Knowledge of railroad signalling standards and policies • Comprehensive working knowledge of signal systems infrastructure and related safety appliances, S&C project management, applicable regulatory signal systems, general instructions, railway S&C standards, specifications, and procedures • Familiar with advanced power systems analysis • Knowledge of electrical regulations and code review • Comprehensive working knowledge of power system design and all associated CAD / schematic tools. • Professional experience using Microsoft Excel, Word, Power Point, and SharePoint • Fluently bilingual both written and verbal (English and French) is an asset; proficient English skills are a must. • Familiar with Systems, Applications, and Products (SAP), Business Objects (BO), PowerBI, ServiceNow, Bentley ProjectWise, MicroStation* *Any knowledge for any of the above would be considered as an asset About CN CN is a world-class transportation leader and trade-enabler.
