Job Description

GENERAL DESCRIPTION & LEVEL DESCRIPTOR:

The Commissioners of the Land Office (CLO) is a state agency that administers the permanent school fund, a trust consisting of public lands and other assets, for the use and benefit of common schools and higher education. The CLO is charged with the sale, rental, investment, and management of trust assets under the rules and regulations prescribed by the Oklahoma Legislature.

Positions in this job family are assigned responsibility for performing professional engineering and geological work in connection with oil, gas and other natural resources under the jurisdiction of the Oklahoma Commissioners of the Land Office. This includes determining if oil and gas lease operations are being worked and developed properly, conducting inspections to ensure oil field wastes are disposed of in an environmentally safe manner, and presenting technical testimony before the Oklahoma Corporation Commission.

TYPICAL FUNCTIONS

* Prepares and/or reviews engineering studies and reports to determine if oil and gas lease operations are being worked and developed properly.

* Makes recommendations to the Commissioners concerning the development or cancellation of mineral leases.

* Prepare and/or reviews engineering studies on secondary recovery operations; makes recommendations; reviews lease data regarding proper offset requirements.

* Conducts inspections of oil field waste disposal practices; make recommendations for corrective actions, assesses pollution and assists in determining damages.

* Prepare and presents technical testimony in hearings before the Oklahoma Corporation Commission.

* Conducts technical appraisals and other studies of miscellaneous mineral properties.

* Administers agency seismic permitting and programs to market agency minerals.

LEVEL DESCRIPTOR

This job family consists of only one level and employees are responsible for performing all functions involving engineering and geological work concerning lease operations of oil, gas and other natural resources for the Oklahoma Commissioners of the Land Office. In this role they will prepare and/or review engineering studies and reports, assess the magnitude of surface and ground water pollution and assist in determining damages to surface or water supply.

KNOWLEDGE, SKILLS, ABILITIES AND COMPETENCIES

Knowledge, Skills and Abilities required include knowledge of petroleum engineering and geological principles and practices; of the production of oil and gas; of environmental standards concerning drilling and production of oil and gas; of legal land descriptions; and of secondary recovery methods. Ability is required to conduct field inspections on oil and gas drilling and production operations; to assess pollution and damage caused by drilling for and production of oil and gas; to express facts and opinions clearly and concisely, both orally and in writing; to conduct several projects simultaneously; and to establish and maintain effective working relationships with others.

EDUCATION AND ESPERIENCE

Education and Experience requirements consist of a bachelor's degree in petroleum engineering, geological engineering, or petroleum engineering and two years of experience with an oil company as a geologist, petroleum or geological engineer, or production manager; or a master's degree in petroleum engineering, geological engineering or petroleum engineering and one year of qualifying experience.

Applicants must be willing and able to fulfill all job-related travel normally associated with this position.

The Commissioners of the Land Office has determined that some positions in this job family are safety sensitive as defined by?63 O.S. 427.8.

WORK ENVIRONMENT

General office setting. Opportunity for remote work for time periods not to exceed two days per week may be made available based on the discretion of CLO leadership upon the recommendation of immediate supervisor.
