Operational AnalystQuantico, VAThe Senior Analyst reports to and receives work direction from the Project Manager. The Senior Analyst will provide support that includes the following activities.
ESSENTIAL DUTIES AND RESPONSIBILITIES - Conduct research and provide subject matter expertise to validate operational conditions employed within the Marine Corps based training system. Research and analyze specifications and operational environments involving training systems to assist RTPD in the production of documentation and guidance in support of TECOM plans and policies
- Conduct analysis on all aspects of accountability and life-cycle management Training Systems assets
- Provide oversight and reporting of strategic resources to ensure upgrade, refresh, and disposal efforts are supported with the necessary manpower, equipment, and budget
- Develop and maintain a Standard Operating Procedures (SOP) and processes for effective and efficient asset accountability
- Develop a comprehensive framework to accurately capture utilization data. Ensure stringent data validation processes exist to confirm the accuracy and reliability of data
- Identify and track individual and collective LVC training and readiness (T&R) events across the FMF to facilitate informed resource allocation decisions, ensuring alignment with established organizational priorities and mastery of T&R standards
- Drafting Capabilities Development Documents, Concepts of Employment, Requirements Changes, and Letters of Clarification by conducting technical research, validating training performance, identifying Key Performance Parameters
- Handle requests requiring researching problem areas, drafting reports or other documents, inputting, deleting, retrieving, manipulating, and correcting information in automated databases or electronic records
- Prepare and present Service or Joint Correspondence
- Consult with non-technical audiences on technical problems, work in a highly collaborative, team-oriented environment, and balance long- and short-term tasks
- Develop and maintain personal and professional contacts with senior civilian and military leaders and officials within DoD
- Lead groups, negotiate compromises, and influence key leaders, customers and stakeholders involving problems or policy issues
- Prepare correspondences, read ahead, reports, and other written materials for senior DOD officials
- Work with stakeholders to adjudicate input to decision packages, resolve conflicts regarding oversight and governance processes within the organization
- Prepare briefings, decision memorandums, and other materials for senior DoD leadership
- Lead the day-to-day execution of client efforts and support executive level committees
- Review quarterly and annual inventory plans. Coordinate efforts with the TECOM G-4 and RTPD
- Ensure that all actions taken are documented in a manner that reflects strategic considerations. Generate regular reports that highlight progress, challenges, and strategic impact, and share these with all stakeholders
- Liaison and participate in the various working groups and operational planning teams to support USMC activities
- Perform other related duties incidental to the work described
EDUCATION - Bachelor's degree preferred
- Attendance at Formal School's Instructor course preferred
- Attendance at Senior Level Service school training required
EXPERIENCE - Prior experience in Service level staff
- Experience with classified information to include derivative classification requirements, original classification authority processes, and the process for declassifying information
- 15+ years of experience working in the Department of Defense
- Strong familiarity of USMC Supply /accountability processes.
- Marine Corps operations/training knowledge.
- Project Management experience
- 3+ years' experience working at TECOM
