Operational Environmental Specialist -Hohenfels, Germany

Overview:

The Operational Environment (OE) Specialist provides subject matter expertise and staff support to the Joint Multinational Readiness Center (JMRC) Operations Group (OPSGRP) located at Hohenfels, Germany. JMRC's mission is to train Multinational Interoperability to U.S., NATO, and partner nation forces up to the Brigade level in an extended Live, Virtual, and Constructive Decisive Action Training Environment. JMRC supports the U.S. Army Europe theater security cooperation plan through planning and participation in NATO and U.S. Army Europe exercise programs.

The OE Specialist serves as part of the JMRC OE Team. The OE Team is responsible for developing, executing, and dynamically adjusting the civil environment factors of each exercise in order to facilitate achieving the unit's stability training tasks. Current focus areas for Stability Operations training in Europe include: Hybrid Warfare, Information Operations, Civil-Military Coordination, Electronic Warfare, and replicating /countering typical aggressor tactics such as those observed in Eastern Ukraine. Significant OE Specialist responsibilities include collecting data for analysis, researching and analyzing plans, data, intelligence information, or systems; developing products resulting from analysis; developing estimates and making recommendations for deficiencies; working with training units during pre-exercise planning to identify their stability training objectives; writing/adjusting the exercise background scenario to create a political, social, and economic context for the selected stability training tasks; and developing civil environment challenges that will exercise the unit's selected stability training tasks.

Duties:

+ Works with Rotation Training Unit (RTU) to determine and document stability training objectives.

+ Writes notional open source media articles that set the scene for the exercise, as well as articles reflecting dynamic events that occur during exercise execution.

+ Creates identities and biographies for roughly 450 civilian role players who act as local residents and political leaders living through the fictional conflict.

+ Identifies and coordinates the participation of appropriate civilian agency representatives in each exercise - e.g. State Department, USAID, equivalent partner country agencies, UNHCR, ICRC, and/or various Non-Governmental Organizations (NGOs).

+ Delivers Stability Operations classroom training based on USAID's District Stability Framework. Classes may take place at JMRC or at training units' home stations, such as the United States, Italy, the UK, Poland, the Baltic States, and the Republic of Georgia.

Reviews draft higher headquarters orders to ensure they support the stability operations training objectives

+ Briefs JMRC Observer?Controller Teams, civilian role players, the training unit, civilian agency representatives, and others on the exercise scenario.

+ During exercise execution, monitors unit performance and adjusts the civil environment based on the quality of training unit and adversary forces interactions with the local population.

+ Coordinates with and briefs JMRC leaders on civil environment developments throughout the exercise.

+ After each exercise, conducts or contributes to After Action Reviews (AARs) that reflect the unit's interaction with the civilian population and performance of their Stability training tasks.

+ Writes occasional articles reflecting on exercise lessons learned for publication in the JMRC newsletter or military / foreign policy journals.

+ Reviews / provides input to US and NATO Stability Operations doctrine.

Required Education and Experience:

Master's degree in a related field and 3 years of specialized experience; OR Bachelor's degree in a related field and 6 years of specialized experience; OR 10 years of specialized experience.

Desired Skills and Qualifications:

+ Experience working in a Critical or In Danger country as defined by the Foreign Policy Failed States Index.

+ Experience working for the Department of Defense (DoD), USAID, Department of State (DoS), International Organizations (IO), or NGOs in developing countries.

+ Possess the level of communication skills required to authoritatively and efficiently brief military and civilian leadership via written products or presentations.

+ Capable of explaining complex issues in a concise manner

+ Possess excellent oral and written communication skills with the ability to write clear and concise reports and memoranda.

+ Is proficient in MS PowerPoint, Excel, and Word.

+ Possess a Current U.S. Secret clearance.
