Your Specific Responsibilities:

Provides oversight, management and consultant services to Central Office and County Health Department staff overseeing the HIV/AIDS Surveillance Program by advising on policy recommendations, and federal and state disease reporting guidelines. Evaluates and corrects deficiencies in the HIV/AIDS reporting system, particularly with respect to timeliness and completeness of reporting. Responsible for monitoring and recommending adjustments to the Florida HIV disease surveillance system as federal guidelines are developed and released. Responsible for the supervision of staff Including appraisals, planning and directing their work, approving leave, having the authority for hiring, and taking disciplinary action or effectively recommending such actions.

Supervises direct reports including motivating, training, providing guidance, and direction. Develops expectations and meets with staff regularly to discuss performance, complete performance reviews, and discipline action, if needed. Maintains vacation and work schedules to ensure proper coverage and completes timesheets. Ensures all staff complete required training and are offered additional training.

Serves as the Principal Investigator responsible for development, planning and implementation of CDC funded studies and supplementary surveillance programs, including the Medical Monitoring Project, the National HIV Behavioral Surveillance System, and Molecular HIV Surveillance. Conducts research and analyzes data from special epidemiologic and surveillance validation studies, and recommends new initiatives based on the results. Prepares reports of results for distribution to individuals and agencies; acts as a management consultant to Special Initiative field positions, assuring that CDC assignments and performance measures are met in a timely manner; assists in the preparation of budget requests and grant proposals, and responds to inquiries from the CDC and others concerning the status of current or new initiatives.

Oversees viral Hepatitis Surveillance including the production of epidemiologic profiles, case reporting through electronic lab reporting and monitoring of performance measures required by the Federal grant. Provides guidance for efficient and timely disease reporting and data integration between programs within the Bureau of Communicable Disease.

Provides continual technical assistance to the STD and viral Hepatitis by mentoring, training, promoting program fidelity, and directing research and program evaluation activities, and serves as liaison for epidemiological and surveillance collaboration between the HIV/AIDS and STD programs.

Analyzes HIV/AIDS, TB, Hepatitis, and STD data for presentation to public health and health care personnel at the state, national and local levels; provides data and reports to direct HIV/AIDS program planning activities and development of strategic plans.

Provides direction and coordination in the preparation and submission of federal grant applications. This involves identifying and planning for grant projects, assisting with grant development, preparing, and obtaining approval of budget amendments necessary to release grant funds, monitoring program performance and grant expenditures for compliance with grant conditions, and acting as the Florida Department of Health liaison with federal agencies concerning program performance, compliance and continuation.

Responsible for the meaningful use of data sharing between state agencies, national organizations, and universities. Provides guidance and direction on security and confidentiality of HIV/AIDS surveillance data and represents the HIV/AIDS Section on issues related to NEDSS, HIPPA and IHIS.

Represents the department in local, state, national and international meetings as assigned.

Required Knowledge, Skills, and Abilities:

Knowledge of the principles of epidemiology and data analysis. Knowledge of statistical methodologies and ability to use statistical software packaged. Ability to write grants and prepare budgets. Ability to perform data analysis. Ability to supervise a large team and direct reports. Ability to work independently or as part of a team. Knowledge and ability to use Microsoft Office products (Excel, Access, PowerPoint, and Word). Effective communication and critical thinking skills. Strong writing skills.
