SUMMARY:
Assists in the facilitation and support of contract security services within the FSD contracts to obtain and maintain optimum efficiency, economy of operations, and maximization of profits. Current operations include providing Government contract security services in 49 States, and 4 territories.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Other duties may be assigned by the Director of Operations of Federal Services:
General
* Assist in the planning, development, and implementation of FSD operational policies and goals in coordination with the senior FSD staff;
* Assist in the development and management of the FSD annual budget;
* Assist in the auditing, reconciliation, and submission of all contract deliverables (MAR, contract close-out, etc.);
Workforce Management System
* Create master schedules for all new FSD contracts and update existing master schedules;
* Input / update contract rates (bill, pay, H&W, uniform allowance, pension rates) for all FSD contracts;
* Monitor working schedules to verify that correct pay and bill rates are being used;
* Set-up and monitor all vacation, personal leave, and floating holiday benefit categories for all USMS in accordance with the CBAs;
* Coordinate with and set-up all extra-coverage for external clients (schedules, jobs, and bill rates); Audit hours in eHub to ensure they balance with hours billed to USMS - reconcile differences with District Supervisors;
* Process all travel documents for the entire FSD workforce;
* Review all order forms and then orders all body armor vests, verify delivery, and approve invoices for payment (over 2500 per life of contract);
* Audit and approve uniform orders for accuracy before shipment (in excess of 200 per month);
* Validate uniform delivery and approve invoices for payment;
* Audit start-up spreadsheets to ensure all uniform, physicals, weapon qualification, and body armor charges are properly accounted for and billed properly;
* Audit and approve invoices associated with miscellaneous items or services purchased to support operations on the USMS contract;
* Provide data to Accounting Department for all USMS invoices (wages, OT, travel);
* Create and provide all back-up documentation associated with the USMS invoices and operational events;
* Package all USMS invoices for proper authentication and scan to shared-drive prior to sending to the USMS JSIs for payment (approximately 200 in first two days of the month);
* Provide data to Accounting Department for all EPA invoices; package and submit to the USMS;
* Facilitate year-end close-out requirements for the USMS contracts;
* Research any/all billing discrepancies and provide corrections to Accounting Department;
* Assist the Accounting Department in the reconciliation and collection of aging invoices;
* Provide statistical analysis for burn rates, extra coverage hours, timeliness submission, etc. to assess the operational tempo of a circuit, district and/or organization.
* Create / upload files for all hours worked (previous contractor, etc.) and calculate all shared-time CSO vacation and personal leave authorizations for contract transitions;
* Calculate all Holiday hours for shared-time CSOs;
* Interface with all supervisors to ensure that all contractual scheduled hours are met with a minimum of unbillable overtime;
* Interface with all supervisors to validate the weekly and periodic lockdown of schedules in the Workforce Management System;
* Interface with all supervisors to reconcile Workforce Management System issues;
* Provide all Workforce Management System training to target audience during District Supervisor Conferences;
UPERVISORY RESPONSIBILITIES:
Assists in the supervision of all supervisors who control the operations and activities of approximately 5000 security officers servicing Government contracts.

EDUCATION AND/OR EXPERIENCE:
Bachelor's degree from four-year college or university; and three-five years management experience and/or training; or equivalent combination of education and experience.
LANGUAGE SKILLS:
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and post/procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
MATHEMATICAL SKILLS:
Ability to calculate figures and amounts such as discounts, commissions and percentages.
REASONING ABILITY:

Valid State Driver's License; CPR/AED/First Aid Certification
OTHER QUALIFICATIONS:
Available 24 hours per day, seven days per week. Travel up to 50% to inspect assigned accounts/posts or corporate travel as needed.
Ability to pass a drug screen and criminal background check.
