Job Overview

890 is a residential treatment program for men who have Substance Use Disorders, located near Alamo Square in San Francisco. It is a 99-bed trauma-informed and dual diagnosis program, staffed by an interdisciplinary clinical team of Substance Use Disorder counselors and therapists. 890 utilizes evidence-based curricula to provide individual and group counseling in a residential treatment setting for some of San Francisco's most vulnerable adults. Our goal is to serve clients in an environment where they feel supported and accepted so they can begin their recovery in a safe and peaceful setting.

Works in collaboration with the management team to oversee all program operational and administrative activities for 890 Hayes, a residential treatment program for men with Substance Use Disorders. Responsible for overall effective and efficient operations of the program through the oversight of supportive staff and direct responsibilities. The Operations Manager also works to compile, process, and maintain records that are consistent with medical, administrative, ethical, legal, and regulatory requirements of our agency and funders. Additionally, serves as assistant to the Director of Residential Services.

Key Responsibilities

Supervisory/Managerial Responsibilities: work with facility Driver(s) in regard to transportation schedules and serves as on-site contact for facility maintenance staff and kitchen staff. Oversees office administration and ensures systems are in place to support a customer service-oriented system through an effective and efficient front office. Responsible for the overall efficient and effective operation of the program administrative department. Oversees office and building repairs, and ensures that all records of repair requests are completed. Provides training for staff on policies, procedures, and facility responsibilities. Assists with team personnel issues as needed. Works with the team to ensure preventative maintenance and safety precautions are taken (i.e., regular maintenance of AC/Heating units, gates, fire alarms, etc.). Monitors maintenance ticket system.

Administrative/Compliance: Communicates and exchanges documentation with Human Resources, Payroll, Fiscal, and other agency departments to maintain accurate records. Maintains documentation of site trainings and in-services. Prepares monthly reports and other data to assure contractual compliance. Assists with hiring new staff, oversees the orientation process of new hires along with distribution of gate access cards, key assignments, and time clock barcodes. Organizes and coordinates fiscal payments, check requests, receipts, vendor invoices, petty cash detail, and reimbursement requests. Follows up on any non-payments. Obtains and submits new vendor paperwork. Enters Purchase Order (PO) requisitions, when applicable. Acts as contact for audit support. Available to assist the director with projects. Answers/screen phone calls and takes messages as needed. Orders and maintains department supplies and arranges for equipment maintenance. Tracks expenditures for department supplies. Maintains proper filing of office records and information as needed, including maintaining master files for all forms, policies, and procedures. Organizes the workflow of requests for proposals including obtaining the necessary documents and deadlines for due dates. Prepares and maintains staff meeting minutes as needed. Provides clerical and computer-related help with the preparation of proposals, training materials, monthly reports, and contracts as assigned. Prepares outgoing correspondence and develops reports from written and oral communication for Directors. Performs word processing, spreadsheet input, and database duties as assigned. Transfers information and documents as required to other programs via email or facsimile. Provides backup and assists other departments with projects as needed. Ensures that all staff seeking consultation receives the appropriate care, service, or referral to the appropriate information source. Interacts with other internal programs, clinical/support staff, and external sources such as school or community personnel as applicable. Schedules and coordinates movers, as needed. Corresponds with the County regarding salvage/disposals and transfers. Maintains confidential information. Performs all duties and projects as assigned, by or before the specific due dates.

Record/Database Management Responsibilities: Assists in establishing and maintaining effective and efficient records management systems. Maintains procedures associated with maintaining client privacy rights including, but not limited to the release of client information, HIPAA, subpoenas, and requests for records. Active participation and facilitation in program audits and reviews. Generates reports and responds to inquiries regarding entered data as requested. Accurately prepares monthly, quarterly, annual, and ad hoc reports for the management team as requested.

General Responsibilities: Meets with the Director on a regular basis to establish work priorities. Attends and participates in staff meetings and training. Reports to work on time and maintains reliable and regular attendance. Aids in general management of the site including running errands as assigned. Complies with all HealthRIGHT 360 and program rules, policies, and procedures, and HIPAA standards. Performs and maintains working relationships with internal and external programs. Works collaboratively with all disciplines of staff across programs. Completes all assigned duties within the time frame and according to the standards established by the Managing Director. Arranges work schedule in accordance with agency needs that may include working evenings, weekends, and holidays.

And, other duties as assigned.

Education and Knowledge, Skills, and Abilities

Education, Certification, and Experience Required:

  • BA/BS in Psychology, Sociology, Social Work, or related field
  • 2+ years of management experience
  • 1+ year of experience working in a residential treatment setting
  • Master's or Doctorate degree in Social Work, counseling, psychology, or related field
  • Registered or Certified as an SUD Counselor
  • Experience working with criminal justice-involved populations
  • Must not be on active parole or probation, clear with OIG database.
  • Ability to obtain and maintain satisfactory background check.
  • Ability to obtain and maintain live scan clearance.

Knowledge Required:

  • Expert knowledge in substance use treatment
  • Culturally competent and able to work with a diverse population
  • Experience working successfully with issues of substance abuse, mental health, criminal background, and other potential barriers to economic self-sufficiency
  • Strong proficiency with Microsoft Office applications, specifically Word, Outlook, and internet applications
  • Integrity to handle sensitive information in a confidential manner
  • Knowledge of community resources for non-profit substance abuse treatment facilities
  • Experience with government contracts and compliance

  • Knowledge of clinical documentation (treatment plans, progress notes, etc.)
  • Experience working with the criminal justice population
