Job Description:
DescriptionThe Operations Manager provides comprehensive technical, logistical, and administrative support to project field operations across all stages of the project lifecycle, from bid development through planning, mobilization, execution, and closeout.In this role, the Operations Manager supports field project management teams by assisting in project supervision, coordinating with the Workforce Planning Manager on project staffing, and liaising with departments (such as Shared Resources, HSEQ, Emergency Response, and Human Resources) to facilitate project startup and execution. The position oversees daily project activities to ensure safe execution and adherence to contractual requirements.Additionally, the Operations Manager assists with emergency response project startup, working closely with the Commercial Department to identify resources, develop response plans, and deploy resources to meet project objectives.This is primarily an office-based role; however, on-site field support may be required to effectively fulfill responsibilities. The Operations Manager may also take on project management duties for small or internal projects without an assigned project manager, especially during startup phases. Availability outside of standard working hours (evenings and weekends) may be needed.Position Responsibilities:
  • Coordinate project startup activities with key divisions, including Workforce Planning, Shared Resources, Emergency Response, HSEQ, and Human Resources.
  • Facilitate the creation of project startup action trackers, schedules, and work plans.
  • Oversee field projects, including setup, supervision, mobilization and demobilization, personnel management, vessel and salvage operations, diving, project accounting, cash flow management, daily reporting, client interactions, and logistics.
  • Coordinate the deployment of operations staff (Project and Emergency Response) in collaboration with the Workforce Planning Manager.
  • Identify resources and subcontractors to support both project and emergency response operations.
  • Ensure all project resources are contracted and operations align with contract terms.
  • Interface with clients as needed.
  • Support the Tender Manager in developing bids and pursuing new project opportunities.
  • Be familiar with the Resolve's Integrated Management System, and assist with quality initiatives to enhance efficiency and reduce costs in field operations.
  • Ensure compliance with company policies and procedures as outlined in the Project Management System, Field Guidebook, and other established SOPs and work rules.
  • Assist in recruiting new talent to expand the field and project personnel roster.
  • Maintain knowledge of and strictly enforce regulations from the US Coast Guard, OSHA, DOT, and other applicable authorities.
  • Lead efforts to maintain and improve readiness of project personnel and equipment.
  • Set a proactive example of leadership in all assignments.
  • Perform additional duties as assigned
Requirements
  • Bachelor's degree in marine engineering, construction management, or other maritime discipline.
  • Project Management Professional (PMP) preferred
  • A minimum of 5, preferably 7+ years of Marine Operations and/or marine project execution experience
  • Previous experience and knowledge of marine project execution practices including detailed knowledge of salvage / offshore operations practices.
  • Proficiency in using project planning software including Microsoft suite of applications (Word, PowerPoint, Excel, and/ Project)
  • Ability to thrive in a dynamic and fast-paced work environment, managing multiple priorities and deadlines effectively
  • Demonstrated flexibility and resilience in dealing with unexpected challenges or changes in project requirements
  • Strong analytical and problem-solving abilities
  • Demonstrated experience with cost and risk management and actively seeks to achieve added value.
  • Ability to provide innovative solutions to complex problems
