Purpose of Position/Summary of Work:

This is a temporary position and there are no leave or retirement benefits offered with this position. Temporary employees who work an annual average of 30 or more hours per week may be eligible for health insurance coverage under the High Deductible Health Plan (HDHP). This temporary position is located in Raleigh, NC - Wake County.

Hourly Rate: $43.00 to $48.00

(Hourly Rates are based on education, experience, equity, and budget)

Position Overview:

This temporary position is assigned to the Department of Health and Human Services (DHHS) - Health Equity Portfolio (HEP). The Operations Manager will support the Deputy Secretary and Portfolio leadership team in planning, executing, and managing critical initiatives focused on health disparities for the department. This position involves the development of policies, procedures and processes and advises the Deputy Secretary on all operational areas. This role involves strategic and operational leadership, ensuring that all projects align with organizational goals and are executed with excellence. The Operations Manager must be a visionary leader who can strategically plan and implement system changes that will maximize the Portfolio's shared vision and mission to foster fair and just opportunities for all people of North Carolina to achieve their healthiest outcome and achieve outcomes.

Job Specific Responsibilities:

* Provide direct oversight of purchasing, personnel action, resource allocation, budget/fiscal management, reports to federal and state funders, contracts, and implementation of programmatic changes.

* Oversee safety, records management, grants coordination and monitoring, facilities maintenance, position tracking and temporary employment request review.

* Lead the strategic and tactical planning, organizing, and management of daily operations to meet organizational objectives, with a focus on addressing health disparities and public health priorities.

* Develop, maintain, and implement comprehensive project plans, including the establishment of milestones and deliverables, ensuring all projects adhere to the approved standards and timelines set by HEP leadership.

* Lead and coordinate multiple operations and services provided by program managers, ensuring that all goals are met effectively and efficiently.

* Apply thorough knowledge of business systems, regulations, and processes, particularly their interaction with technology in health equity and public health contexts.

* Collaborate with project management agencies/consultants to ensure completion of plans, tracking KPIs, compliance with MOUs, deliverables, etc.

* Assess the impact of new and revised legislative mandates and Department/Division operational policies and provides guidance as needed to local statewide recipients of funding impacted by these policies.

* Advise the Deputy Secretary on policy, development, implementation, evaluation, financing, and monitoring issues.

* Advise the Portfolio staff on appropriate fiscal, personnel, organizational and program policy matters.

* Coordinate with directors of offices in the development of operational priorities.

* Support the Deputy Secretary in coordinating the planning and implementation of securing adequate funding and personnel building needs for the Portfolio.

* Provide oversight and lead implementation of informational technology projects including the ServiceNow CRM tool.

* Provide leadership of Portfolio programmatic and operational issues related to budget management, purchasing, contracts, human resources, facilities management, safety, IT and other operational areas.

* Ability to develop, monitor, and communicate changes to project scope, project plans, timelines, status, issues, and risks for complex projects.

* Demonstrated experience with compiling, analyzing, and summarizing administrative, programmatic, and fiscal data for assessing portfolio capacity.

* Strong proficiency in developing written documents/oral presentations and/or reports conveying information and communicating effectively.

* Ability to lead, supervise, and direct the work of a team.

* Ability to proactively identify and manage situations requiring complex communication for internal and/or external audiences.

* Ability to exercise creative and critical thinking in evaluating complex situations and developing solutions.

* Proven knowledge of influencing the direction of projects.

* Ability to identify stakeholders and manage communications to achieve consensus and collaboration.

* Ability to develop and initiate innovations and solutions.

* Broad understanding of the administration of grants and general conceptual understanding of the financing of public health services.

* Considerable knowledge of the principles and practices associated with health program administration and governmental accounting and budgeting practices.

* Experience in exercising judgment and discretion in establishing, applying and interpreting a wide range of administrative policies and procedures.

* Experience of supervising and coordinating the work of professional and technical staff.

Management Preferences:

* Master's degree in public administration, business administration, public health, or health-related field

* Three years or more experience in supervisory position

* Previous experience in state government programmatic or project coordination position; federal grants management experience; and prior job experience involving public health program and working in a liaison role.

Bachelor's degree from an appropriately accredited institution and three (3) years of program experience

related to the area of assignment, including one year of supervisory program experience; or an equivalent

combination of training and experience.
