Reporting Relationship
The Operations Manager reports to the Associate Director of School Operations.
Essential Duties and Responsibilities
Key Responsibilities & Outcomes
* Fiscal Operations
* Prepares the annual school budget and ensures adherence to approved budget.
* Checks all requisitions, bills, and purchase orders for appropriateness and accuracy before presenting them to the ADSO for review and approval.
* Monitors cash flow and assists the ADSO in investing funds and in preparing monthly reports and Quarterly reports.
* Manages completion of 21st Century and other grant agreements and grant compliance for public and non-public funding sources.
* Manages full compliance with the administrative requirements for all funding sources, both public and private.
* Overseas accounts payable and receivable process with ADSO on a monthly basis with fidelity.
* Oversees school inventory control including tagging and securing all fixed assets.
* Oversees school quality assurance functions; responsible for quarterly quality assurance reviews utilizing documents available for charter schools through NJDOE.
* Manages compliance with NJDOE reporting protocols and strictly adheres to NJDOE's calendar of reporting due dates.
* Responsible for overseeing all monitoring visits by NJDOE and other regulatory and/or funding sources. Fashions and implements corrective action plans as necessary.
* Responsible for supporting the preparation of School's Annual Report with ADSO.
* When required pursues outstanding pending tuition based upon the Department of Education's Payment Schedule.
* Files and maintains the Department of Education's Payment Schedules and records; and makes same available for the annual audit (Comprehensive Annual Financial Report).
* Has responsibility for the school's policies and procedures development; ensures policies and procedures are reviewed on a regular basis for approval by the Board of Trustees.
* Has responsibility for developing fee collection protocols and ensures the fiscal integrity of programs requiring fees.
* Oversees school's insurance coverage. Develops and implements operational protocols and systems to include risk management; a fixed-asset inventory system; a school investment policy; and vehicle and building use policies.
* Implements efficiencies to maximize resources in areas that include utilities, telephone, office supplies, office equipment, etc.
* Formulates and implements school-wide, continuous, quality improvement protocols that ensure proper record-keeping; appropriate internal controls; confidentiality of files; integrity of computer network; computer file back-ups and random fiscal testing.
* Works with the ADSO to oversee school marketing and recruitment efforts, including preparation of print materials, school video, cable television commercials and school website.
* Child Nutrition Program
* Oversees the day-to-day operation of the school's child nutrition program. Ensures the efficient operation of the program along with ensuring the program is in compliance with all applicable rules and regulations, particularly in the context of maximizing reimbursement.
* Develops policies and procedures relevant to the child nutrition program.
* Supervises Food Service Management Company.
* Certifies monthly claims of reimbursement for meals served.
* Prepares and submits the school district's annual Schedule A application with the State of New Jersey, Department of Agriculture, Bureau of Child Nutrition.
* Prepares records for the annual audit (Comprehensive Annual Financial Report) and other program reviews conducted by the State of New Jersey, Department of Agriculture, Bureau of Child Nutrition.
* Student Enrollment
* Overseas with confidential secretary all aspects of student enrollment including, but not limited to admission, enrollment, transfers, and development and implementation of related procedures.
* Works with ADSO to develop and implement marketing strategies.
* Responsible for the maintenance of student records in compliance with state law and related requirements.
* General Operations
* Oversees school's transportation program and serves as liaison to transportation providers.
* Supports the supervision of the Technology to ensure appropriate infrastructure is in place, capacity exists for exceptional instructional technology, and emergency recovery mechanisms are in place. Develops and implements related policies and procedures.
* Oversees all building and grounds maintenance functions; responsible for managing building and grounds maintenance staff. Ensures prompt response to building maintenance issues that arise during non-school hours. Liaison with NJCDC leadership that governs facilities management with CCSP.
* Oversees building security; ensures prompt response to building security issues that arise during school and non-school hours.
* Performs other duties as assigned by CEO and/ or Board of Trustees.
Qualifications
* Bachelor's degree.
* Bilingual in both oral and written content (Spanish & English)
* School Business Administrator Certification Preferred
* Very strong computer skills using Microsoft Office (Word, Excel, PowerPoint), Google Suite, and Outlook.
