Posting Number 20166535S Job Description The Operations Manager: Parking, Field Ops.& Shuttles under the general direction of the Assistant Director of Operations oversees the coordination and implementation of day-to-day operational activities and staff supervision components associated with parking enforcement and parking field op activities, fleet detailing, and the daily campus shuttle program (CATS). Serves as the primary point of contact for after-hours service support of these programs. Plans, organizes, and oversees personnel, equipment resources, and workflow processes to maintain operating standards. Demonstrates a high-level of professionalism and customer service with internal and external clients acting as an operations liaison for the unit. Participates in the recommendation and implementation of operational procedures, and processes and trains personnel when changes occur. Maintains compliance documentation for parking ops and shuttle operations to ensure adherence with state, federal, and university operating requirements. Compiles operational records/stats and maintains equipment inventories for programs of management. Provides strategic planning and special project support to ensure operational efficiency & customer-centric service. PRIMARY ACCOUNTABILITIES:
General Leadership, Management & Service Supervision: Coordinates, implements, and evaluates day-to-day field & operational activities for TPS operations to ensure safe, reliable and customer-oriented service. Direct program oversight includes parking enforcement, parking field ops (equipment, reservations, lot painting/maintenance), and campus fixed route shuttle programs (CATS). Primary point of contact for after-hours service support/resolution for assigned programs. Responsible for hiring, scheduling, supervision, performance management and development of a dynamic operations team. Provides direct oversight to full-time parking ambassadors, part-time intermittent drivers, student enforcement/field ops staff, student transit drivers. Serves as a second line of support for operational programs and personnel in the absence of the Assistant Director of Operations. Directs the daily operations of assigned staff and ensures resources are available to achieve work plans and resolve complex business needs. Ensures staff adherence to standard operating procedures and service guidelines and compliance with university, state, university collective bargaining agreement, and federal service requirements. Conducts employee/labor relations matters as necessary in alignment with university policy & contractual requirements and proactively works to diffuse potential conflict before it begins. Displays leadership that results in teamwork, customer focus, innovation and continuous process improvement within their organization. Serves as a liaison for Transportation & Parking Services operations, representing the unit in a professional and customer-centric manner.
Service Scheduling & Resource Coordination Responsible for scheduling & work process coordination of parking enforcement, parking field ops, and campus fixed route shuttle programming (CATS) to ensure adequate service level needs for departmental program offerings. Provides after hours resolution for operations as needed to support campus functions. Organizes, plans, and dispatches equipment and personnel resources to meet program standards and oversees staff assignments and activities. Identifies opportunities for service efficiencies and improved scheduling and resource distribution functionality. Collaborates with internal and external clients to fulfill transportation & parking needs ensuring safety and consistent levels of professionalism and customer service are being maintained. Completes, distributes, and reviews operational service documents related to parking & shuttle operations. Provides lot reservation quotes, enforcement and transit schedules and parking field op guidance as needed. Serves as liaison between campus departments, external customers, and service vendors to support operational needs. Serves as the primary emergency on-call staff member for resolving complex parking closure/relocation needs and emergency transit repair needs including accidents, mechanical failures/breakdowns, and travel impacts. Responsible for front-line troubleshooting efforts and has the authority to make service decisions to support operational needs looping in chain of command and campus stakeholders as appropriate. Assists with documentation of standard operating procedures, preventative maintenance schedules, departmental guidelines, professional development and training, and safety/emergency procedures for operations activities & personnel in compliance with university, bargaining unit, and state/federal regulations. Maintains operational inventories. Supports in-field technology coordination efforts. Assist with performance and oversight of regular equipment maintenance and support activities. Administer staff training on equipment use, troubleshooting/repair and service support functions.
Field Equipment Maintenance & Compliance: Ensures ADA compliance for parking operations & DOT compliance documentation for fixed route shuttle systems and maintains service records for fleet to ensure federal, state, and local operating compliance. Documents and maintains PCI compliance information for parking operations. Maintains in-field equipment for parking operations. Compiles, analyzes, interprets and reports departmental service KPI's and service data to assist with short and long-term service awareness and planning efforts. Collaborates with senior leadership team and provides recommendations for leveraging data to optimize service offerings and programs. Assist with coordination of facility operations, development of capital asset plans, and parking/shuttling operational strategies. Supports special projects and initiatives for unit and RFP's for parking technology as assigned.
Administrative/Service Support & Planning Provides coordination support for major event operations utilizing transportation and parking resources. Work to resolve complex service issues & ensure operational efficiency and high levels of customer service with minimal impact to business operations and service functions. Provides support and assist with departmental functions as needed. Performs other misc. duties as assigned. The successful candidate must possess the ability to think and react quickly and manage multiple tasks and functions within a fast-paced and dynamic office environment. Position requires customer-centric focus and critical thinking, conflict resolution, leadership and problem-solving skills. Must be self-motivated and team-oriented. Transportation & Parking Services is a 24-hour operation, 365 days a year. Position requires on-call status to respond to operational needs & service calls, mitigate travel & maintenance impacts and work through the resolution of customer support inquiries as they arise. Minimum Qualifications
- Bachelor's Degree
- Minimum of 1 year work-related experience
- Minimum of 3 years of supervisory or managerial responsibilities.
- Must Possess A Valid Driver's License
- Must possess or be able to obtain an Underground Storage Tank (UST) Class C Operator Certification within 30 days of employment.
- Must have complex understanding of Federal Transit Administration (FTA), DOT Operator & CDL status, & ADA parking requirements within 120 days of employment.
An equivalent combination of education and experience may also be considered. Preferred Qualifications Department Transportation & Parking Pay Rate Benefits: The hiring range for this position is $51,281- $85,325. The target salary range is $51,281- $67,947 commensurate with the selected candidate's education and experience while considering internal equity.
