Operations Research Analyst (RCM Level II) R&K Enterprise Solutions, Inc. The United States Coast Guard (USCG), Aviation Logistics Center (ALC) provides centralized logistics support for all USCG aviation missions. As the sole industrial complex for USCG aviation, ALC provides depot level maintenance, engineering, supply, procurement, acquisition and information services. ALC's mission supports twenty-five (25) USCG aviation units that operate approximately two hundred (200) aircraft and support equipment. These air stations are located throughout the continental United States (U.S.), Alaska, Hawaii, and Puerto Rico. ALC also provides depot-level maintenance to other Government aircraft. As part of R&K's support to USCG ALC, we are providing highly qualified, trained and experienced personnel to provide Reliability Centered Maintenance (RCM), engineering, and configuration management, and technical services to support the mission of ALC. Selected candidate will be responsible for the duties listed below. Note: This position is contingent upon contract award. Title: Operations Research Analyst (RCM Level II) Location: Elizabeth City, NC Duration: Permanent/Full-Time Clearance: Completed/initiated background investigation of at least a Tier 1 Start Date: Anticipated Start Date 10 Jul 2025 Contingent upon AwardDuties: Selected candidate will be responsible for the duties listed below.
- Provide systematic investigation of component and/or system characteristics to calculate survival, failures and future usage requirements.
- Execution of studies, interpretations and documentation of findings.
- Evaluation of safety impacts of aircraft maintenance procedures.
- Facilitate and provide expert oversight and report findings of RCM work groups.
- Determine the applicability and effectiveness of existing maintenance schedules versus component failure rates. Make recommendations to revise maintenance schedules and monitor new schedule results. Recommendations to change the intervals shall be documented and provided to the USCG RCM Program Manager and appropriate Product Line.
- Provide reliability services, training, planning, presentations and reports related to RCM to ALC Business Centers, ALC Chain of Command and Coast Guard Headquarters. Implement methodologies to manage broad and long-term issues impacting life cycle costs of capital assets; asset maintenance and measurement data; and extensive engineering analysis including overhaul interval and life limits.
- Support all business areas of ALC and Headquarters including monitoring and support of M-1 Measures for Aeronautical Engineering; Measures of Effectiveness and Efficiency (MOEs), component and staffing data support in accordance with published standards such as COMDINST 5310.6 (series) and includes metrics and data points for mission readiness.
- Review and analyze operational performance and unsatisfactory reports using ALMISCG-LIMS maintenance history data against standard failure rates, determine cause of reduced performance and recommend corrective actions. Components exhibiting declining reliability will be brought to the attention of the USCG RCM Program Manager for further study and analysis by the Contractor. Communicate through the appropriate Product Line Engineering Cell concerning improvements of those components.
- Provide managers and system users' data in a form not given by a standard report, or a lengthy series of reports requiring the development and assembly of a specialized report/study.
- Maintain quarterly Trend Analysis Reports for each aircraft type available, the reports are due in April, July, October, and January by the end of the third week. Evaluate aircraft equipment failure trends and develop alerts. Provide component reliability reports on aviation assets tracked items. These reports consist of Mean Time between Failure (MTBF) for each assembly and for the system and Mean Time to Failure (MTTF) for each discrete component. Report delivered to USCG RCM Program Manager and appropriate Product Line.
- Complete studies using modem analytical and statistical methods, with the goal of optimizing the use of capital plant and equipment and aviation material. Receive preapproval from the USCG RCM Program Manager prior to commencing any resource requirements equal to or greater than scope 3 and resource 3 on RCM Program Activity Assessment sheet.
- The Contractor shall document operational performance MOE reports by gathering and analyzing data, determine actions required and update database to assure data is accurate and in compliance with findings.
- Identify and document components in the USCG inventory that demonstrate excessive rates of failure and reasons for failures. When unsatisfactory reliability trends are identified the Contractor will make recommendations to improve component reliability. This is accomplished through research of ALMIS data, reviewing failures with Depot/Station maintenance personnel, and review of current maintenance procedures.
- Identify performance issues with assets or components by maintenance through review of ALMIS records and identifying spares with continuing premature failures. Once failure trends or maintenance discrepancies are identified the Contractor will work with the Product Line and/or Division to correct problems.
- Initiate actions to resolve data inconsistencies within ALMISCG-LIMS.
- Submit change recommendations in Aviation Technical Information Portal (ATIP) when errors or corrections are required to maintenance documentation.
- Review data for trends and automate audits to ALMISCG-LIMS data that enables Electronic Asset Logbook (EAL) Quality Assurance (QA) Team to perform quicker data reviews and corrections. RCM Team review ALMIS data and if disparities are found, writes scripts that provide a means for the EAL QA team to perform automated audits of ALMIS data.
- Monitor external military and civilian markets for introduction of new tools or models with potential USCG applicability.
- Support development and fielding of information technology system reports related to RCM.
- Utilizing USCG provided Microsoft SharePoint document management system (located in the ALC CG Portal Homepage), determine and record expected level of effort to complete all RCM tasking. Upon completion, document actual time taken and provide return on investment in terms of maintenance labor hours, financial cost or availability on each. A ticket shall be opened upon receiving tasks. Tasks taking more than five (5) working days shall be updated to provide current progress. Respond to customer request for assistance within two (2) business days and provide estimated time to deliver requested information.
- Perform software change testing of information technology changes to ALMISCG-LIMS within five (5) working days when received by Information Systems Division (ISD).
- Review and recommend updates to the RCM Process Guide semi-annually using the ATIP deficiencies reporting process.
- Facilitate formal Failure Mode, Effects, and Criticality Analyses (FMECA) on aircraft systems as required.
- Assist the USCG with the implementation of Condition Based Monitoring (CBM) on USCG assets. USCG will begin developing CBM analytical processes by leveraging technologies such as: Artificial Intelligence, Natural Language Processing, and Machine learning.
Requirements, Relevant Knowledge and/or Skills Required: Level II RCM Analyst Certification indicates an individual is capable of leading or conducting an analysis effort. A Level II Analyst should be capable of explaining and defending the results of any analyses that he or she has led. Level II Analysts should submit analyses to the Level III Implementation Manager for approval as established by the applicable RCM Process Guide. A Level II Analyst shall meet the following requirements: Requirements:
- Attended an approved RCM Analyst Course.
- Associate degree or equivalent experience related to maintenance, reliability, or safety of aeronautical systems.
- Completed an RCM Facilitator (two (2) week) course (completion of NAVAIR Level II RCM Analyst course may be considered)
- Conducted three (3) facilitations, monitored by an RCM Practitioner.
- Minimum of two (2) years' experience related to maintenance, reliability, or safety of systems.
- Minimum of one (1) year experience performing RCM.
- Supportable expertise in Microsoft Excel.
- Supportable expertise in Root Cause Analysis.
- Confirmed experience with Weibull and Crow-AMSAA Analysis methods.
- Relevant knowledge or skills:
- ASQ Certified Inspection Methods.
- Maintenance of data systems.
- Overall Equipment Effectiveness (OEE) metrics hierarchy
- Clearance: Completed/initiated background investigation of at least a Tier 1.
