JWC's mission is to deliver high value exercises to NATO Command Structure and Force Structure entities and organizations in accordance with direction and guidance received from Allied Command Transformation (ACT) as well as SACEUR's Annual Guidance for Exercise (SAGE) and the Military Training Evaluation Plan (MTEP). JWC employs a matrix-management organizational structure with staff Directorates and Divisions comprising the vertical component, and multi-year Exercise programs, led by Program Directors, providing the lateral component. The provider will be required to develop, produce, deliver, and archive new settings and scenarios, and update/review and deliver existing settings and scenarios, to include necessary consultation that complements and supports the work carried out by JWC's Scenario Branch. The ambition is to leverage professional, forward-thinking Provider(s) with the ability to bring creativity, novel design thinking and industry best practices to JWC's business functions of designing, developing, and delivering exercise settings and scenarios, as well as directly supporting the delivery of NATO's Major Joint Exercise Program.Specific duties may include, but are not limited to:Reports to Chief OPFOR SOF cellSupport Incident Development to ensure storylines are developed with appropriate level of SOF effectsConduct OPFOR SOF actions development in the Joint Exercise Management Module (JEMM) effects designed in accordance with the overall OPFOR Joint Plan (OJP) and Scheme of Manoeuver (SoM)Script OPFOR SOF content, including in JEMM, as required and edit submitted OPFOR SOF content to ensure it is delivered in accordance with the OPFOR Joint Plan and SoMProvide SOF expertise to (OPFOR) scripters as requiredActively support assigned workshop syndicate(s) by contributing OPFOR SOF expertiseEnsure wider understanding of OPFOR SOF implications within events, incidents, storylines and themesAttend Incident Development boards, working groups and other meetings as directed by Chief OPFOR SOF cellBe prepared to attend OPFOR Crisis Action Team (CAT) activation at short notice or no noticeCoordinate and de-conflict with other OPFOR cells and other EXCON cells as requiredContribute to the OPFOR Joint Plan from a SOF domain perspectiveSupport coordination of CAX (Computer Assisted Exercise) and Joint Theatre Level Simulation (JTLS) requirements for OPFOR SOF forcesSupport Training Audience (TA) SOF in achievement of SOF specific Training Objectives (TO)Conduct OPFOR SOF scripting development, including JEMMCoordinate with other OPFOR cells to identify and create required OPFOR SOF contentDevelop associated OPFOR SOF action placeholders in JEMM to supplement storyboards, incidents and injectsEnsure that all OPFOR SOF actions in JEMM synchronize with operational/strategic level effectsProvide daily OPFOR SOF feedback to Chief OPFOR SOF cellAttend Block E EXCON boards, working groups, VTCs, TELECONS and other meetings as directed by Chief OPFOR SOF cellRequired Qualifications:Higher level Civilian, Military or Staff College Education/Degree relevant in Intelligence, Law or International Affairs related subject or 8 years previous military or civilian experience in the Operational Intelligence or Special Forces domainMinimum 8 years previous military or civilian experience within the last 12 years in the OPERATIONAL INTELLIGENCE or SPECIAL FORCES domain reaching the rank of OF2/OF3/OF4 (or civilian equivalent)3 years military or civilian experience as a OF2-OF4 (or civilian equivalent) in positions such as Supervisory Special Agent, Special Agent in Charge, Senior Case Officer, or Senior Analyst in a NATO or national Military or Civilian Intelligence or Security Police AgencyCompetent and Qualified in Link Analysis databases and software applications including ‘I-Base' and ‘I2'Working knowledge of SOF/Hybrid threats at the strategic levelExperience of the NATO or national operational planning processes in respect of SOF operationsPrevious NATO assignment or deployment to a NATO operation or NATO fleet in the operational SOF field domainCompetent in Microsoft Word, Excel and PowerPointDemonstrated proficiency in English as defined in STANAG 6001 (Standardized Linguistic Profile (SLP) 3333)Clearance: Must possess an active NATO or U.S. SECRET or higher security clearance.Location: NATO Joint Warfare Center, Stavanger, NorwayTravel: CONUS and OCONUS travel may be required.#J-18808-Ljbffr
