Minimum Qualifications:

* High School Diploma

* At least one (1) year of experience in accounting, finance, or other business-related field.

* Answers to qualifying questions must be verifiable within the work and/or educational history.

* Employment in this position is contingent upon a satisfactory criminal history check (fingerprint-based) in accordance with Chapter 435, Florida Statutes.

Duties and Responsibilities:

* Contracts - Responsible for assisting with agency's contracts, agreements, leases, amendments, modifications and other documents of a contractual nature. This shall include drafting contracts and agreements, reviewing contracts and agreements for compliance with Florida Statutes, F.A.C., Federal regulations, and agency policy.

* Procurement - Responsible for assisting in the timely and accurate processing and / or approval of purchase requisitions in the State's automated procurement system MyFloridaMarketPlace (MFMP). Reviews for accuracy, compliance with Laws, Rules, and Commission policy. Complies with Chapter 287, Florida Statutes and 60A, Florida Administrative Code (F.A.C.).

* Solicitation - Responsible for issuing Invitation to Bid, Requests for Proposals, Invitations to Negotiate and other solicitations, as appropriate. Provides information and support to agency staff in the solicitation process including in developing the scope of work and other documentation. Attends pre-bid conferences and evaluates bid / proposals for responsiveness and responsibility of vendors making submissions. Applies State Laws, Rules, and Commission Policy in the development and management of the solicitation process. Prepares and maintains required solicitation documentation.

* Attends training and conferences, as necessary.

* Performs other duties and special projects, as required.

* Assists in the development of documentation, manuals, or procedures related to the Commission's procurement practices.

Knowledge, skills, and abilities, including utilization of equipment, required for the position:

* Knowledge of State of Florida purchasing, facility leasing, and contracting rules and regulations, procedures, techniques, and practices

* Knowledge and use of information gathering

* Skills and ability to operate a personal computer using Microsoft Office applications

* Ability to interpret and implement rules, policies, procedures, and directives

* Ability to establish and maintain effective working relationships with others

* Ability to identify and define user tasks and/or conduct short/long term project planning

General Information:

This position has financial disclosure responsibility in accordance with Section 112.3145, F.S.

Employee should promptly resolve questions or problems related to the commission, it's programs and/or fish and wildlife resources. When appropriate, employees will explain the reasons for the agency's actions or decisions while communicating a consistent FWC point-of-view.

Responsible for the following provisions and requirements in section 215.422, Florida Statutes, related to the Department of Financial Services rules and FWC's invoice processing and warrant distribution procedures.

Work at FWC is cross-functional meaning duties may cross division/office lines. The commission expects employees to function across FWC's organizational structure by providing their skills and expertise, wherever needed through work on teams or as directed.
