Job Description:

Lyte Fiber is seeking a highly skilled OSP Engineering Permit Supervisor to oversee the preparation and acquisition of all necessary permits and approvals for our fiber optic network construction and maintenance projects. The Supervisor of Permitting is responsible for providing the highest level of network reliability through on-time permitting submissions and approvals for both underground and aerial fiber construction. The Supervisor will plan and manage the schedules for upcoming workloads as well as identify resource gaps. The Permitting Supervisor must have expertise in the OSP permitting processes to obtain encroachment permits, joint pole use management, utility pole permitting and make-ready construction in addition to a strong understanding of OSP engineering, field engineering and construction practices for both underground and aerial placement. The ideal candidate for this role should feel comfortable working in a fast-paced environment with excellent planning and forecasting skills.

Duties and Responsibilities:

Permit Preparation and Management

· Lead the permit application process of all OSP projects, ensuring timely submission and approval.

· Research and liaise with local, state and federal agencies to acquire permits and ensure compliance with regulations and provide regular updates as required.

· Prepare, track and manage permit packages and applications addressing any issues that arise.

· Identify long lead permit requirements (DOT, RR, etc.) and ensure these permits are submitted and obtained as early as possible not to delay construction.

· Perform Make-Ready analysis for aerial routes and review/approve Pole Attachment applications.

· Review structural evaluations of utility poles using PLA (pole loading analysis) software.

· Maintain accurate records of all permits, approvals, and related documents for each project.

· Ensure that all permitting requirements (e.g., environmental, zoning, right-of-way) are met before any construction activities begin.

· Collaborate with the OSP engineering team, construction teams, and external contractors to ensure permit needs are identified and met.

· Handle any permit-related issues that may arise during the planning or construction phases.

· Work proactively with local authorities to resolve permit disputes or delays.

Planning, Quality Control and Reporting

· Perform review of permitting packages to ensure adherence to permitting authority and Lyte Fiber standards.

· Review work packages to ensure quality and comprehensiveness in preparation of assignment for both internal and external resources.

· Provide input on best practices, permit processes and field construction methods in support of implementing efficient and cost -effective solutions.

· Report weekly on the number of FTTH passings/serving areas by permitting status: not started, in progress, submitted, approved, ready for construction.

· Set and manage priorities for contractors and teammates.

· Work with PMO to assist in the preparation of project timelines, provide regular updates on schedule and identify critical permitting milestones and provide solutions to mitigate delays.

· Organize and maintain revisions of project deliverables.

· Create and maintain performance metrics to monitor the efficiency and effectiveness of the permitting process.

Additional Responsibilities

· Develop, strengthen, and expand the inside OSP engineering permit capabilities to provide flexibility and less reliance on outsourced vendor partners.

· Performs skill assessment of permit specialists and recommends appropriate training and development.

· Initiates and directs plans to motivate specialists to achieve goals and strives for maximum efficiency.

· Stay up-to-date with local, state, and federal permitting regulations, ensuring the organization is always in compliance.

· Advise project teams on potential permitting challenges and provide solutions.

Minimum Qualifications:

· Associate degree in Mechanical, Electrical, or Construction Management or equivalent experience preferred.

· Minimum of 5 years of experience in OSP engineering, permitting or construction management.

· Experience working with local, state, and federal permitting agencies.

· Proven ability to manage and supervise a team in a fast-paced environment.

· Strong knowledge of permitting processes and regulatory requirements for OSP projects.

· Ability to communicate orally and in writing and give effective presentations to Managers and Directors.

· Detail-oriented with strong organizational skills.

· Ability to handle multiple tasks and meet deadlines in a fast-paced environment.

· Proficient in project management software and Microsoft Office Suite.

· Experience in GIS software (ArcGIS, 3GIS, Vetro Fiber, IQ Geo, or similar) is required.

· Experience in AutoCAD is required.

· Experience in PLA (Pole Loading Analysis) software is a plus.

· Ability to occasionally visit job sites to review conditions and interact with teams.

· Must be able to lift up to 35 pounds at times.
