Responsibilities Serves as coordinator and technical advisor for one or more outdoor recreation programs. Provide recommendations to managers on recreation program needs, priorities, and strategic goals. Coordinate with managers, planners, and resource specialists to identify recreation program requirements and resource needs on a local scale and develop long and short-term outdoor recreation plans to address needs. Advise and assist in the development and timely dissemination of information concerning program activities and responsibilities. Coordinate recreation program activities with other BLM District and Field Offices, as well as local governments, other Federal agencies, private organizations, and the general public. Develop and maintain effective working relationships with academic institutions, advisory boards, non-governmental organizations, and interest/user groups concerned with public land management. Participate on inter-agency and/or interdisciplinary teams and committees to discuss recreation planning, management, policies, and procedures at the State Level. Represent the local office manager when working with other internal and external organizations. Represent the Bureau at management and professional conferences, seminars, and other events for the purpose of exchanging information, presenting technical and policy information, and advancing advocacy for public lands stewardship. Research and reply to requests from special interest groups, and questions from the general public. Oversee the operation of public use sites, permit programs, concessionaire operations, facilities, etc. May recommend new signage, brochures, displays, and other public information materials, and/or the construction of new recreation facilities and structures. May conduct outreach to promote recreational opportunities on public land. May prepare, administer, and serve as Contracting Officers Representative (COR) on local recreation related contracts. May administer interpretive/ educational programs. Review, recommend, and implement changes to recreation program policies, standards, methods, controls, and procedures. May provide input into modifying policies up to the state level. Develop content for environmental and project planning documents such as Resource Management Plans, Site Plans, and Environmental Assessments, and review, and/or edit content that address recreational topics. Research and analyze a wide array of recreation related data and information on topics such as recreational use, commercial use, visitation, recreation values, environmental impacts, funding, performance, etc. Conduct monitoring and/or inventory studies and surveys and identify trends and patterns in the development and management of recreation resources. Enter, manipulate, update, and maintain data in automated systems according to recreation program standards. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. FOR GS-11: In addition to meeting the individual occupational requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples: Coordinating with managers, planners, and resource specialists to identify recreation program needs; Monitoring studies and surveys, to identify trends and patterns in the development and management of recreation resources; Conducting outreach to promote recreational opportunities on public land; Representing an agency at management and professional conferences for the purpose of advancing advocacy for public lands stewardship. -OR- Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Physical Demands: The work is primarily sedentary. However, there may be some physical exertion such as walking; hiking; standing; bending; carrying of items such as books and backpacks; driving an automobile or off highway vehicle; operating a small boat, etc. Work Environment: Work is typically performed in an adequately lighted and climate controlled office. Occasional travel may be required. the position may be required to visit field sites where risks may include exposure to inclemet weather and potential injury from falls , strains, bites, stings, etc. The incumbent will adher to all safety rules and regualtions as prescribed in manuals/supplements or designated by the Safety Officer. Education This position has a positive education requirement: Education Undergraduate and Graduate Education: Major study -- outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. Applicants who qualify on the basis of graduate work in related disciplines must have one or more courses in outdoor recreation. OR Experience General Experience (for GS-5 positions): Experience that provided a knowledge of the requirements and practices of outdoor recreation planning or natural resource utilization and conservation. Specialized Experience (for positions above GS-5): Experience that demonstrated the ability to plan and coordinate the use of land, water, and related resources for recreation and conservation purposes. Examples of qualifying specialized experience include: Ability to deal with people of differing backgrounds and behavioral patterns. Analysis and evaluation of outdoor recreation interests, habits, and needs of diversified groups, and the means for meeting those needs. Evaluation of land or water areas for their recreation and related potential use, such as wildlife reserve. Preparation or review of plans and programs for natural resource utilization and recreation area development. Solution of administrative, intergovernmental, socioeconomic, and other problems involved in providing adequate recreation opportunities while preserving, restoring, and enhancing the quality of the outdoor environment.
