As a part of the Center City District's On-Street Community Service Representative Operations, our Outreach Specialists are responsible for engaging unsheltered people on the street, assessing their needs, identifying appropriate supports, and developing trusting relationships to guide the clients to the best support services available. Outreach workers will coordinate their efforts with businesses, city agencies and other service providers. ESSENTIAL JOB FUNCTIONS CCD Outreach specialist will engage people experiencing homelessness with the objective of developing trusting relationships. Essential to the position will be collaborating with individuals towards long-term stability through housing, employment, health care, and other services. Through the partnerships with Project Home, The Outreach Specialist will additionally collaborate with individuals to address their basic needs, such as connecting them with resources related to food, clothing, showers, laundry, transportation, and identification. The Outreach Specialist will walk the assigned service area, paying special attention to all hot spots and will provide information and resources to interact more effectively with customers experiencing homelessness. KEY RESPONSIBITIES
- Survey assigned service areas and engage with clients to offer appropriate services.
- Function as an outreach liaison by interaction with the public including visitors, residents and other PPD and CCD staff in a professional and welcoming manner.
- Identify potential community relations and public safety issues in the public environment and report such issues to the CSR management.
- Oversee Homeless and Pan Handling surveys within their respective Service Areas.
- Communicate effectively with clients, peers, and the management team, displaying accuracy and attention to detail in both verbal and written communications.
- Complete any necessary documentation and reporting timely and accurately.
- Maintain all authorized CCD equipment, comply with the responsibilities and expectations for CCD employees, and adhere to CCD safety and use-of-force policies and procedures, and comply with all local, state, and federal laws, as appropriate.
- Achieve certification in CPR and First Aid procedures to assist members of the public in required situations.
RequirementsREQUIREMENTS
- Associate degree in social services or related field or equivalent experience required.
- Experience in and knowledge of homeless programs and general issues around homelessness highly preferred
- Experience in mental health and substance abuse issues highly preferred.
- Outgoing personality with excellent customer service skills.
- Excellent people skills.
- Must be fluent in the English language in both oral and written communication, fluency in other languages a plus.
- Ability to work independently and well with others in a team environment and support the CCD in a wide variety of activities.
- Ability to pass post offer physical, drug test, reference, criminal and other background checks.
PHYSICAL REQUIREMENTS
- Ability, when communicating, to use a handheld, two-way radio requiring manual dexterity and other electronic devices provided by the CCD.
- Ability to walk and stand for extended periods in varied weather conditions.
- Must be able to carry a backpack with all required equipment totaling no more than ten (10) pounds, and lift and carry up to 20 lbs.
- Must be able to observe activity within the CCD's boundaries and report as appropriate.
- Must be able to work outside in inclement weather with moderate exposure to varied weather conditions.
