Job Description:

We need a Paralegal Specialist for the Department of Health and Human Services, Office of the Secretary, Departmental Appeals Board. As a Paralegal Specialist, you are responsible for swiftly screening Medicare appeals, preparing records for U.S. Federal Court, reviewing claim files, accurate docketing, converting documents to PDF, retrieving missing ALJ files, prompt uploading, generating interim letters, managing correspondence, and ensuring timely case processing. RESPONSIBILITIES

  • Conduct initial screening of Medicare appeals within seven working days of assignment
  • Prepare administrative records for U.S. Federal Court of U.S. District Court
  • Screen claim files for completeness, proper jurisdiction, and other designated elements
  • Docket new appeals in the electronic case filing system
  • Convert final action documents into PDF format utilizing Adobe Pro
  • Request missing Administrative Law Judge (ALJ) hearing files and missing ALJ decisions within seven working days
  • Upload items upon receipt to file cabinet on the same day the item is received
  • Prepare interim letters to cure a case processing error within seven days of assignment
  • Upload interim letters into e-filing system with the correct event recorded
  • Request consent to email Council decisions while the Departmental Appeals Board is in telework status
  • Save copies of the Council decisions issued the previous week to the shared J drive
  • Prepare and ship boxes to contractors and/or paper files to be digitized to Quality Associate Incorporated
  • Scan and upload paper components of files to the File Cabinet in order to process cases in telework status
  • Process incoming appeal requests and correspondence
  • Open and span all incoming mail and log it in the Mail log within two business days
  • Refer unusual correspondence and questions to COR
  • Completes docketing of requests for review, requests claim files and, for paper requests for review
  • Prepare Acknowledgment Letter within two (2) business days of the request
  • Update DABACTS to reflect receipt of claim files within two (2) business days of receipt
  • Upon receipt of the case file, update missing Case Menu information and case location in DAB ACTS
  • Prepare and mail final decisions, orders, and letters within the prescribed period

REQUIRED SKILLS / EXPERIENCE

  • In lieu of educational experience, candidate must have one year of experience conducting legal research
  • Experience preparing and reviewing legal documents / briefings and other memorandum
  • Experience analyzing legal documents
  • Experience utilizing a variety of forums to conduct the research of various laws

REQUIRED EDUCATION / CERTIFICATIONS

  • Master's or equivalent graduate degree
  • Can be substituted for two full years of progressively higher-level graduate education leading to a J.D or LL.B

CLEARANCE

  • May be subject to HSPD-12 credentialing requirements
  • U.S. Citizenship and ability to pass background investigation to handle sensitive information

Specific vision abilities required by this job include the use of computer monitor screens up to 80% of the time.
