MINIMUM QUALIFICATIONS:
Four years of experience in historic site operation, outdoor recreation operation or administration, law enforcement, interpretive services, building construction or maintenance, mobile equipment operation, or as a parks building and grounds attendant.
College training will substitute for the required experience on the basis of thirty semester hours for one year of experience.
NOTE:
Any college hours or degree must be from an accredited college or university.
FUNCTION OF WORK:
To manage the operation, interpretation, maintenance, and law enforcement activities at one or more state parks or historic sites.
LEVEL OF WORK:
Manager.
SUPERVISION RECEIVED:
Broad from a Parks District Manager or other higher-level personnel. Alternative reporting relationships may be approved by SCS.
SUPERVISION EXERCISED:
Direct over personnel assigned to a state park or historic site. Alternative reporting relationships may be approved by SCS.
LOCATION OF WORK:
Department of Culture, Recreation, and Tourism - Office of State Parks. Other locations may be approved by SCS.
JOB DISTINCTIONS:
Differs from Park Manager B by the presence of independent responsibility for all activities of one of the largest state parks or historic sites.
Differs from Parks District Manager by the absence of district-wide responsibility.
The purpose of this position is to supervise, coordinate, and direct the work of professional or non-professional park and recreation staff involved in the day-to-day operation, administration, construction, and maintenance of a State Park site. The incumbent of this position demonstrates superior seamless customer service, integrity, and commitment to innovation, efficiency, and fiscally responsible activity.
50% Worksite Management
* Oversees the maintenance and care of site facilities.
* Approves and promotes site programming/events.
* Performs regularly scheduled overall park and playground inspections.
* Manages park facility expenditures.
* Purchases and/or oversees site materials and supplies.
* Coordinates park maintenance projects (force accounts)
* Coordinates major park maintenance or construction projects with Resource Development staff.
* May administer grant projects related to site.
* Works directly with local law enforcement to control violence and vandalism.
* Works with appropriate personnel in other sections and departments and outside contractors regarding major maintenance and development of buildings, water systems, roadways or other facilities
* Works with neighborhood and community groups on matters of civic and park and recreational interest
* Maintains records, prepares reports, and composes correspondence relevant to the worksite.
* Directs patrol activities to detect any violations of agency or departmental rules, or the existence of hazardous conditions.
* Prepares plans, specifications, contract documents, and cost estimates for projects, programs, and equipment.
* Reviews, recommends revisions, and interprets rules, regulations, and laws.
* Serves as a liaison for the site with outside agencies in matters pertaining to the worksite.
30% Fiscal Management
* Maintains records and prepares necessary reports including financial reports that account for revenues and expenditures.
* Prepares and administers site budget.
* Administers budget requests, LaCarte card purchases, supplemental receiving reports, and monthly contracts, bid forms, OnBase purchase requests and purchasing documents.
* Accountable for the collection and deposit of all revenue generated at the site through day use and overnight fees.
* Prepares weekly fiscal, revenue and visitation reports.
* Ensures proper handling of daily shift reconciliation.
20% Personnel Management
* Coordinates activities by scheduling work assignments, setting priorities, and directing the work of subordinate employees.
* Evaluates and verifies employee performance through the review of completed work assignments, work techniques, and documentation of that performance with the use of the Departmental PES
* Inspects parks and park facilities to ensure proper care and maintenance of property and to make recommendations regarding needed improvements or measures necessary to protect the natural environment.
* Oversees the service and repair of public buildings, picnic areas, roads, trails, etc.
* Identifies staff development and training needs and ensures that training is obtained.
* Ensures proper labor relations and conditions of employment are maintained.
Performs other related duties as assigned and performs customer service to a high degree of excellence.
