Under general supervision, performs a wide variety of patrol and related duties involving the enforcement of City land use regulations and applicable laws to ensure safe and efficient access for the public and staff; serves as a Public Safety Officer under the California Penal Code; performs a variety of work in the construction, modification, maintenance, restoration, and repair of City lands and facilities; responds to requests and inquiries from the public and provides visitor information as necessary; and performs related work as required.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from assigned supervisory or management personnel. Exercises no direct supervision over staff.
CLASS CHARACTERISTICS:
This journey level classification is responsible for independently performing technical duties in support of visitor safety, parks patrol, and ensuring appropriate use of City lands and facilities. Positions at this level exercise judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit.

REPORTING SCHEDULE:
Reporting schedule may vary depending on the needs of the Department and the City. Incumbents may be required to work in the evenings, on weekends, and during the holidays.

BACKGROUND INVESTIGATION:

* Performs a wide variety of patrol and related duties involving the enforcement of City parks and open space land use regulations and applicable laws to ensure safe and efficient access for the public and staff.
* Patrols an assigned area consisting of City parks, trails, open spaces, and facilities by vehicle, bicycle, or on foot to ensure safe and proper use of City lands and facilities; responds to public inquiries and complaints; checks for and reports hazards.
* Interprets and enforces City regulations and pertinent local, state, and federal regulations; addresses violations; issues verbal warnings and/or citations as appropriate in the capacity of a Peace Officer under the California Penal Code.
* Performs minor maintenance activities on City properties and related facilities to ensure safe and efficient access for the public and staff; tasks may include, but are not limited to, removal of downed trees and debris on trails, vegetation clearance, sign and fence repair, cleanup and disposal of hazardous materials, hypodermic needles, other drug paraphernalia, and related tasks; detects and reports any vandalism, necessary repairs, or safety concerns to appropriate staff.
* Operates and maintains a variety of vehicles, tools, and equipment such as emergency patrol vehicles, enforcement tools and restraining devices, power saws, brush cutters, sprayers, mowing tractors, all-terrain vehicles, and various tools required for enforcement, patrol, construction, and maintenance duties performed.
* Responds to emergency medical incidents, search and rescue, and other similar calls; notifies appropriate medical, law enforcement, and/or fire response agencies; assumes incident command; assesses and secures accident scenes; provides traffic and crowd control; provides first responder emergency medical attention.
* Acts as a representative to visitors, City staff, and the general public regarding questions, problems, concerns, and activities within City lands and related facility areas; coordinates use of lands and facilities with Recreation staff; responds to requests for service or provides referrals to other departments and divisions as appropriate.
* Maintains regular communication with code enforcement, law enforcement, fire, other City departments, and outside agencies related to activities within City lands and facilities.
* Performs routine administrative tasks such as filing, answering telephones, and preparing forms, reports, and accounting documents.
* Prepares and maintains a variety of written logs, records, reports, and files related to work performed, including incident/accident reports, daily logs, and activity reports.
* Attends trainings, workshops, and classes related to job duties.
* Observes and complies with City and mandated safety rules, regulations, and protocols.
* Performs other duties as assigned.
Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Education:
* Equivalent to completion of the twelfth (12th) grade, supplemented by college level coursework in natural sciences, resource management, recreation, criminal justice, or a related field.
Experience:
* Two (2) years of responsible experience in park and open space operations, public service, law enforcement, or a related field requiring extensive public contact and the interpretation and application of rules and regulations.
Licenses and Certifications:
* Possession of a valid California Driver's License, to be maintained throughout employment.
* Possession of, or successful acquisition within six (6) months from appointment, a valid California Penal Code 832 certificate, to be maintained throughout employment.
* Possession of, or successful acquisition within six (6) months from appointment, valid Pepper Spray, First Responder, CPR, and First Aid certifications, to be maintained throughout employment.

When assigned to an office environment, must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone and radio; ability to stand and walk between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. When assigned to field inspection, must possess mobility to work in changing site conditions; possess the strength, stamina, and mobility to perform light to medium physical work; to sit, stand, and walk on level, uneven, or slippery surfaces; to reach, twist, turn, kneel, and bend, to climb and descend ladders; and to operate a motor vehicle and visit various City sites; vision to inspect site conditions and work in progress. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards, with exposure to hazardous materials in some site locations. Employees must possess the ability to lift, carry, push, and pull materials and objects averaging a weight of 50 pounds, or heavier weights, in all cases with the use of proper equipment and/or assistance from other staff.
WORK ENVIRONMENT:
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees also work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, chemicals, mechanical and/or electrical hazards, hazardous physical substances and fumes, vermin and pests, and bodily fluids and blood. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
