Performs a variety of complex professional and administrative work in planning, developing, scheduling, directing and implementing a comprehensive year-round, city-wide parks and recreation program. Example of Duties The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.
  • Assist Recreation Program Manager to prepare, develop, and monitor the department budget; monitor revenues and expenditures in assigned areas to assure sound fiscal control; prepare annual budget requests; assure effective and efficient use of budgeted funds, personnel, materials, facilities, and time.
  • Initiate and maintain diversified and comprehensive recreational programs; responsibilities including but not limited to: athletic leagues, adult and children's classes, senior program, adaptive programs, special events, pool operations and concession operations.
  • Recruit, select, supervise, train, appraise, counsel and terminate selected Department personnel.
  • Ensures that all personnel are informed of Department policies, business plan goals, and works through subordinate staff to ensure adherence to policies and procedures.
  • Promote the Department programs and services through marketing and promotional activities; including advertisements, data bases, fliers, brochures, City website, City matters, public access network, etc.
  • Develop and oversee cash management programs for collection of fees for program registration and contracts and manage fee-schedules set by ordinances; review facility rentals; develop and manage department revenues and cost recovery program; review cash flow reports; approve refund for activities, facilities and events; review and approve receipts and expenses.
  • Evaluate programs and leagues through observation, direct contact and surveys with participants.
  • Supervise the inventory of recreation supplies and equipment; approve purchases as needed.
  • Prepare, submit and analyze various records and reports including program reports, invoices, performance measures, performance evaluations, bid specifications, purchase orders, grant applications, budget documents, revenue reports, and annual reports.
  • Selects and manages the performance of external vendors and contractors, defining specifications; defining terms and and agreements; recommending selection; providing technical expertise and guidance to vendors and contractors; ensuring terms of contracts are met; authorizing payments; evaluating performance.
  • Respond to inquiries, complaints, or requests for recreation programs from the public.
  • Perform related work as required.
Minimum Qualifications
  • Bachelor's degree in Recreation Administration, Parks Administration, or other related field .
  • One to three years of experience in public recreation, athletics, aquatics, park maintenance, or related field.
  • Current driver's license.
  • Current CPO(Certified Pool Operator) or Aquatic Facility Operator (AFO) certification or the ability to obtain one of these certifications within six months of your hire date.
  • CPRP preferred.
  • Any combination of education, training, and experience, which provide the requisite knowledge, skills and abilities needed for this position, may be substituted or evaluated at the discretion of the City.

  • The principles and practices of modern parks and recreation programs.
  • Equipment and facilities required in a comprehensive parks recreation program. Knowledge of the principles and practices of maintenance and use of public buildings and park facilities.
  • Community recreation needs and resources.
