This position is responsible for the total management and all operational aspects of a 211-acre Class III park with cabins, campsites, pavilions, a pool, Marina, and Visitor Center.

The park superintendent is responsible for implementing department policy and manages all park operations, including maintenance, administration, guest services, and resource management. The superintendent is also responsible for overseeing capital improvements projects, supervising staff, and building relationships with the community. The park superintendent is responsible for a budget of over $1 million. A criminal background check and a driver's record check will be performed.

This position offers a full benefit package including paid holidays, annual and sick leave, health insurance and retirement pension. Housing and utilities are provided.

Applicants must meet or exceed the following qualifications : The formal educational equivalent of a bachelor's degree in park administration, parks and recreation management, natural science, recreation administration, or a related field; plus three years of experience in park management, including two years in a supervisory or leadership capacity. Other job-related education and/or experience may be substituted for all or part of these basic requirements, except for certification or licensure requirements, upon approval of the qualifications review committee.

Summary

The Park Superintendent III is responsible for overseeing specified operations of a medium-sized state park. This position is governed by state and federal laws and agency/institution policy.

Functions

Supervises a medium-sized staff of regular and seasonal, professional, technical, administrative support, and service workers by interviewing, recommending for hire, training, assigning and reviewing work, and evaluating the performance of incumbents. Oversees the operation of the facilities of the parks and may operate a boat rental facility, visitor information center, snack bar or other park facility. Prepares and manages a park budget, and monitors daily expenditures and the scheduling of work hours for regular and extra help employees to prevent overspending. Participates as part of a planning team to develop or expand programs and facilities, alter procedures, determine revenue sources and cost containment, and monitors operations, facilities, and programs to ensure that goals are met. Develops operating plans and schedules for year-round operations, including preventative and routine maintenance schedules, construction projects, and special events. Estimates materials, manpower, equipment, time, revenue and costs required to support operations. Assists Emergency Services section in scheduling and job assignments for law enforcement. Participates in or leads search and rescue teams to rescue climbers, stranded boaters, or lost visitors and administers emergency first aid to accident or illness victims. Compiles, prepares, or oversees the preparation and maintenance of records and reports, which may include financial records and reports, incident/accident reports, purchase requisitions/reports, and a variety of other reports as required. Interprets and monitors the maintenance or development of natural, cultural, and historic research sites to prevent disturbance of unique or endangered flora, fauna, and cultural remains. Makes public presentations regarding park facilities, operations, or special events to civic organizations, schools, and others to promote Arkansas State Parks. Performs other duties as assigned.

Dimensions

May operate a variety of park equipment including: vehicles, tractors, mowers, calculators, computers, chain saws, backhoes, slide and movie projectors, welders, and a variety of power tools.

Knowledge, Skills and Abilities

Knowledge of supervisory practices and procedures. Knowledge of state and federal laws governing park operations. Knowledge of public safety practices and procedures. Knowledge of state budgetary and accounting procedures. Ability to prepare, review and analyze financial data. Ability to prepare and interpret financial reports and statements. Ability to organize and present oral and written reports of findings and recommendations. Ability to plan, organize, and oversee the work of subordinates. Ability to manage the administrative and finicial business of a recreational, cultural, or historical facility. Ability to operate light and heavy equipment, power hand tools, and office equipment. Ability to communicate information and ideas to a diverse group of people.

Minimum Qualifications

The formal educational equivalent of a bachelor's degree in park administration, parks and recreation management, natural science, recreation administration, or a related field; plus three years of experience in park management, including two years in a supervisory or leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
