What you will do for Harris County Precinct 4 (HCP4)
Harris County Precinct 4 is looking for a Park Superintendent. Under the direction of the Director of Parks, the Park Superintendent, based in George Bush Park, will oversee the maintenance and operations of multiple parks in the southern portion of Precinct 4. This position directs and coordinates activities of park managers, maintenance workers, and groundskeepers. The Park Superintendent ensures that parks under their direction are safe, well-maintained, accessible, and offer the very best recreational opportunities to all people in Harris County.
The Park Superintendent will lead a team that consistently demonstrates Precinct 4's core values which are Heart, Hustle, and Higher Standards.
Job Duties and Responsibilities:
The duties listed below are intended only as illustrations of the various types of work that may be performed. Other duties may be assigned as deemed appropriate.
Quality Assurance/Quality Control (QA/QC)
* Field superintendent responsible for oversight, planning, and evaluation of maintenance programs designed to ensure safe, aesthetically pleasing, clean, and accessible parks and facilities.
* Daily site visits and assessments. Review of findings with park managers and staff. Development of action items, implementation, guidance, and follow-up.
* Regularly scheduled on-site meetings with park managers and staff to provide support, feedback, and discuss current and future initiatives.
* Follow-up and evaluation of completed projects.
* Recognition of team accomplishments.
Safety Programs
* Support to workplace safety programs that include, but are not limited to, training, equipment safety, compliance with industry and/or organizational standards, PPE's, licenses, permitting, and certifications, and safe storage of materials.
* Management of the playground safety inspection program that utilizes industry standards, preventive maintenance, tracks, and records all safety-related activities, and supports short and long-term plans to replace equipment.
* Prioritization of playground and park amenity repairs. Assessment of in-house vs. outsourced repairs. Scope development, solicitation, and evaluation of outsourced proposals.
Field Operations
* Leadership skills that inspire teamwork, result in excellent customer service, and support a positive workplace environment.
* Implementation of Standard Operating Procedures that support best practices for maintaining public parks and facilities, accountability, effective use of resources, and exceed standards.
* Analysis of operations and ways to improve.
* Maintenance and repair programs for equipment to ensure safe and continuous operations.
* Organizes employee schedules.
* Maintains payroll and attendance records.
* Prepares budget and monitors expenditures of funds in the budget.
* Maintains and monitors inventory supplies.
* Confers with Precinct 4 Director of Parks to resolve maintenance problems and recommend measures to improve operations.
Accountability
* Assist with the identification of Key Performance Indicators for park staff. Utilization of KPIs for annual evaluations.
* Regularly scheduled park inspections and review of inspections with park staff.
* Regularly scheduled review of safety programs with park staff.
Improved Service
* Participation in parks industry events and focus on industry trends.
* Identification and support of professional development.
* Excellent customer service skills.
* Disaster recovery and relief support.
* Support to Precinct 4 disaster recovery and relief efforts.
Supervisory Responsibilities
* Directly supervises up to 30 employees in Precinct 4's parks.
* Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
* Responsibilities include training employees, planning, assigning, and directing work, appraising performance; rewarding and disciplining employees; addressing complaints, and resolving problems.
* May require working before, during, or after an emergency or disaster at the department's discretion.

Requirements
Education and Experience:
* Bachelor's degree from an accredited college or university.
* Minimum of three (3) years of related experience to include parks operations
OR
* High school diploma or equivalent from an accredited college or university
* Minimum of seven (7) years of related experience to include parks operations
WITH:
* Minimum of two (2) years of experience in a managerial role
Licensure:
* Texas driver's license and a good driving record.
Knowledge, Skills and Abilities:
* Proficient in solving practical problems and dealing with a variety of concrete variables in situations where only limited standardization exists.
* The ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
* The ability read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
* Write routine reports and correspondence.
* Skilled in speaking effectively before groups of customers or employees of Precinct 4.
* Capacity to calculate figures and amounts such as proportions, percentages, area, circumference, and volume.
* Understands concepts of basic algebra and geometry.
* Must be honest and trustworthy.
* Is respectful of all staff and members of the public.
* Demonstrates a strong work ethic.
* Flexible with time and priorities.
