Incumbents manage the operation of all City parking facilities and operations and supervise accounting support, administrative support and/or lower-level parking employees. Responsibilities may include prioritizing and assigning tasks; approving parking passes and temporary permits; developing and maintaining a procedure manual; recommending changes to policies and procedures; preparing reports regarding parking operations; responding to questions regarding parking policy and ordinances; investigating parking violations and vehicle damage; monitoring parking facilities and vehicles for repair or maintenance needs; forecasting supply and equipment needs for budgeting and approving expenditures and monitoring a budget.***PLEASE NOTE: THIS POSITION WILL REMAIN OPEN THROUGH DECEMBER 19, 2024, OR UNTIL FILLED.*** Example of DutiesSPECIFIC DUTIES AND RESPONSIBILITIESEssential Functions:
- Supervises staff to include prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations.
- Supervises the parking enforcement activities, which includes coordinating and participating in projects, processes, procedures, and/or service offerings; implementing changes in policies and procedures; and ensuring compliance with Federal, State, and local laws, regulations, codes, and/or standards.
- Monitors various parking facilities and vehicles; recognizes the need for vehicle repairs and related maintenance needs.
- Investigates parking violations and/or vehicle damage.
- Responds to various inquiries from internal and external parties regarding operations, policies, and procedures.
- Responds to customer questions and complaints.
- Prepares cost estimates for budget recommendations; submits justifications for budget items; monitors and controls expenditures.
- Reviews, prepares, approves, and maintains a variety of records and reports including parking permit applications, procedure manuals, basic operational reports, and operating records.
- Performs other duties of a similar nature or level.
- Performs other related work as required.
Typical QualificationsMINIMUM EDUCATION AND TRAININGEducation and Experience
- Associate's Degree in a course of study related to the occupational field.
- Two (2) years of experience in a parking facility, including one (1) year of supervisory experience.
- An equivalent combination of education and experience sufficient to perform the job's essential duties.
License and Certifications
- Possession of a valid driver's license.

Physical Requirements:The work is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently to or constantly to move objects. Additionally, the following physical abilities are required:
- Balancing: Maintaining body equilibrium to prevent falling while walking, standing, or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
- Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
