- Responsible for serving at the direction of the Recreation and Programs Superintendent for facility scheduling, youth athletic league oversight, facility rental, campgrounds, administration of the Youth Assistance Program and community center oversight.
- Ability to coordinate the general development and direction of facility use procedures and guidelines.
- Assist the Recreation and Programs Superintendent with the preparation and expenditures of the section's operational budget.
- Recommend purchases and is responsible for the inventory of supplies, materials and equipment utilized by the Recreation Facilities Section.
- Assist with the preparation of various required permit applications to maintain day to day operations for programming of facilities.
- Assist with the hiring and supervision of Recreation Facilities Section employees.
- Assist with the supervision of the hiring and training of Recreation Coordinators and part-time Recreation Aides which develop and produce programming.
- Responsible for the scheduling of staff and facilities as related to recreational programming.
- Partners with private and public service groups to provide facilities and services to the citizens of the County.
- Receive and respond to general inquiries, requests or complaints from the public concerning facilities, leagues, and campgrounds.
- Work in conjunction with the Parks Superintendent to determine facility / park area construction, maintenance, and repair needs.
- Responsible for meeting, coordinating, and assisting various youth and adult league officials and other citizen groups when scheduling county facility use.
- Ensure proper execution and compliance of youth and adult league agreements for facility use. Oversee the marketing, scheduling, and collection of rental receipts as it relates to the rental use of Parks and Recreation facilities.
- Recommend and implement operational hours, regulations and policies for recreation events and facilities.
- Coordinate programming and facility use, with the School Board, to provide recreational opportunities for residents.
- Supervise the operation, revenue collection, processing, and submission for three county owned campgrounds.
- Assist in the interviewing, recommending for hiring and any administrative actions of the Neighborhoods Team staff.
- Oversee staff as required.
- Develop draft budget submission for the Neighborhoods Team.
- Perform related duties as required.
KNOWLEDGE, ABILITIES AND SKILLS
- Knowledgeable of the principles, practices and objectives of facility, league and campground operation.
- Ability to plan, assign, review and supervise the work of others.
- Ability to use good judgment in administrative and personnel matters making independent decisions.
- Ability to display a cooperative attitude and willingness to respond effectively and timely to general public concerns.
- The ability to reflect county philosophies and needs through recreation unit planning, programs and goals and objectives.
- Ability to communicate both orally and in writing.
- Ability to establish and maintain an effective working relationship with employees, officials and the public.
- Ability to drive to each program site to evaluate facilities and program procedures for safety and effectiveness.
- Ability to ambulate independently.
- Ability to work flexible hours necessary to accommodate programming and its direct on-site supervision.
- Ability to lift a minimum of twenty-five (25) pounds regularly and a minimum of forty (40) pounds occasionally. Ability to work flexible hours as assigned.
MINIMUM QUALIFICATIONS
- Graduate of an accredited four year college or university with major course work in recreation or a related field and have a minimum of three (3) years' experience as a Leisure Services professional.
- A comparable amount of related training and experience may be substituted for the minimum qualifications at the discretion of the Parks and Natural Resources Director.
- Must possess a valid driver's license or be able to secure a valid Florida driver's license at the time of employment. Must not have had a preventable crash or a moving violation within twelve (12) months prior to making application.
SPECIAL REQUIREMENTS
- Must have completed a Customer Service Training course supplied by either the Polk County OED Division or another approved instructor.
- Must possess a NYSCA Clinicians certification and maintain certification by instructing a minimum of one Coach's Certification Clinic.
- Must have attended at least three FRPA or other professional organization meetings with a minimum of ten field related classes taken.
- Must possess First Aid and CPR certifications.
- Ability to demonstrate a working knowledge and application of Polk County Leisure Services Division policies and procedures relative to: Parks, Programming, Sports Leagues, Special Events, Rentals.
