The purpose of this classification is to manage the operations and staff involved in providing a variety of services, programs and activities to the citizens in the Consolidated Government .
* Manages, directs, and oversees the day to day operations of Parks and Recreation programs and works with management throughout the agency to ensure long-range people strategies, business goals, objectives and initiatives that best serve the agency's goals, are consistent with the City of Augusta's overall needs.
* Organizes, prioritizes, and assigns work activities for community centers: prioritizes work activities to meet objectives; ensures subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex problem situations and provide technical expertise; and provides progress and activity reports to Deputy Director.
* Manages programs and services for adults and youth, budgets, program and service development, technology, and the administration of programming and services; ensures facility and grounds maintenance; utilizes department software to complete assessments, case-notes, program administration, calendar creation and publication, etc.; and generates required reports.
* Develops and implements long- and short-term goals and objectives for all programs: develops and implements policies and procedures; reviews and modifies policies and procedures as appropriate; and interprets and applies local, state and federal program standards.
* Develops, defends, and implements department budget for assigned area: determines budget needs and allocations; monitors expenditures and revenues to ensure compliance with approved budget; monitors allocations of granted funds; coordinates with division staff members regarding budget; creates and plans fundraisers; and maintains related documentation.
* Maintains awareness of internal and external resources and advances in adult and youth programming: conducts needs assessments to analyze and evaluate services and programs; compiles or monitors various data; interprets data and identifies trends; and develops, implements or changes programs accordingly.
* Performs public relations duties: represents and promote programming opportunities to the community; interacts with the media and allied associations and community groups; gives speeches and makes presentations; provides information and assistance and makes recommendations regarding programs and services; and oversees creation and distribution of in-house publications.
* Collaborates with the marketing and media team to develop and implement innovative strategies and appropriate media to reach and promote the programming opportunities to targeted audiences city wide.
* Ensures compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures: attends workshops and training regarding the same; conducts site visits to evaluate and ensure program compliance; and initiates any actions necessary to correct deviations or violations.
Education: Bachelor's Degree in Recreation, Physical Education, Public Health or related field.
Experience: Five (5) years of progressively responsible experience in planning, organizing and evaluating recreational programs to include one (1) year of supervisory experience in disciplining, evaluating performance and recommending the hiring, firing and promoting of personnel.
Knowledge/Skills/Abilities:
* Familiarity with departmental rules and regulation governing recreation activities relevant County policies and procedures and community needs and resources.
* Proficient knowledge in state and federal food handling and facility requirement guidelines.
* Proficiency in organizing activities, planning and supervising programming for adults to include senior population and youth.
* Mastery in budgeting, general bookkeeping procedures, operating general office procedures and facility maintenance.
* Good communication skills both oral and written.
* Demonstrated ability to work independently
Licensing/Certification:
* Possession of a valid driver's license with good driving history. If State license is other than Georgia or South Carolina, applicant must obtain a license in Georgia or South Carolina within 30 days of employment.
* Must possess and maintain CPR, AED and First Aid Certifications.
* Certified Parks and Recreation Professional (CPRP) preferred.

* Physical Abilities: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.
* Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
* Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
This position require staff call up in an emergency situation.
