Salary : $95,000.00 AnnuallyLocation : Public Safety Center, TXJob Type: Full-TimeJob Number: FY24-2500005Department: Parks & RecreationDivision: PARD AdminOpening Date: 09/26/2024Closing Date: 10/31/2024 5:00 PM CentralGeneral StatementUnder the general direction of the Parks Deputy Director, manages the work of professional and technical personnel engaged in park planning and development activities needed to carry out and ensure the department's work plan, city's policies and standards are met. Develops project objectives, defines scope of work, development programs, design guidelines, comprehensive site plans, capital project budgets based on Council priorities, the department's work plan, and public input. Essential Duties & Responsibilities
  • Assists with developing, expanding and promoting the city's Parks Capital Improvements Plan through successfully managing capital planning, design, and construction projects for the Parks and Recreation Department.
  • Assists the Director, Deputy Director, and Assistant Director in the analysis, development, and implementation of long-range goals, objectives for the Department incorporating the department's vision, mission, recommendations, action plan from the department's master plan, and any additional guiding documents.
  • Performs assignments requiring the application of intensive and diversified knowledge of construction, design, and project management principles/practices in broad areas of park development including elements such as paving, public utilities (water/wastewater, stormwater/drainage, electrical, and franchise utilities), building structures, sports complexes, trails, playgrounds, landscape, and art installations.
  • Serves as the project manager for managing contracts between the City, vendors, developers, and outside agencies and ensures that contract requirements are implemented including but not limited to project plans, specifications, shop drawings, contracts, reference standards, etc.
  • Administers capital improvement projects including selection and management of design consultants, construction bidding process, and construction management.
  • Utilizes highly technical resources such as, but not limited to, computer aided design, geographic information systems, and location intelligence platforms.
  • Conducts highly responsible professional, technical, and administrative work researching, developing, and monitoring state, local, federal, corporate, and foundation grants; develops a schedule of programs, projects, and activities to obtain grant funding; oversees grant applications and coordinates a wide variety of special projects from inception through completion.
  • Seek input and coordinate on high level planning decisions in cooperation with numerous internal City departments on a regular basis to ensure planning efforts are in strategic alignment with the City's long-term goals and master plans.
  • Engages with community organizations, citizen groups, vendors, and local media to disseminate information related to park planning; construction activities, marketing and promotional campaigns for facilities, programs, and services.
  • Oversees designated areas and projects to enhance department operations and service to the community; establishes, implements, and monitors operating standards for optimal and consistent service delivery.
  • Serves as the lead and primary point of contact for all construction and development within city park land and open spaces.
  • Prepares written reports and makes presentations to internal employees, boards, commissions, committees, and the City Council.
  • Provides technical support to boards, commissions and committees, and other special call meetings.
  • Responds to complex questions from citizens, management, city officials and others, and provides assistance.
  • Plans, organizes, and conducts neighborhood meetings, training sessions, and other outreach efforts. Speaks as City representative before public groups.
  • Assists with special projects related to code revisions, manual updates, process review, and research to discover patterns and/or discrepancies.
  • Establish and maintain effective working relationships with both internal and external stakeholders.
  • Performs other related duties as assigned.
Qualifications, Experience, and/or Certifications Required
  • Completion of a bachelor's degree or equivalent in Landscape Architecture, Architecture, Urban Planning, Natural Resources, Construction Management, Forestry, Horticulture, Engineering, or a related field; and
  • A minimum of six (6) years of progressively responsible experience in construction management, planning, parks development, engineering, or related field with a local government or private firm.
  • Any combination of experience and training which provides the required knowledge, skills, and abilities.
  • Registered Landscape Architect in the State of Texas is preferred, but not required
  • Certified Park and Recreation Professional (CPRP) or Executive (CPRE) is preferred, but not required
  • Project Management Professional (PMP) is preferred, but not required
  • Or an equivalent combination of training and/or experience which evidences a comprehensive knowledge of required job duties and expectations.
  • Must possess or be able to obtain a valid Texas Driver's License and be eligible for coverage under the City of Kyle vehicle insurance provider.

  • Thorough knowledge of:
  • Skilled in reading and comprehending highly technical or specialized materials.
  • Public agency budgetary, contract administration, and general principles of risk management related to the functions of the assigned area.
  • Familiarity with use of Microsoft Office Suite, AutoCAD, ArcGIS, Near Map, Cartegraph, and Construction Project Management Software
  • Excellent communication skills both orally and in writing including use of good grammar and conveying information in a tactful, concise, and professional manner.
  • Multitask on several projects or issues simultaneously.
  • Analytical focus on vision and long-term planning.
  • Ability to prioritize, plan and organize multiple tasks and proactively problem solve.
  • Techniques for dealing effectively with the public, vendors, contractors, and City staff.
  • Skilled and Ability to:
    • Managing and monitoring complex projects, on-time, and within budget.
    • Review plans and apply provisions of the ordinances and codes to determine compliance.
    • Oral communication and interpersonal skills to present research findings to various clients, boards, and committees.
    • Plan and see the big picture
    • Plan review for Parks and Recreation projects and ordinances
    • Interpreting, applying, and ensuring compliance with federal, state, and local policies, procedures, laws, and regulations.
    • Assist in developing policies and processes; identify and research issues and impacts of programs, projects, or policies.
    • Effectively managing and administering special projects with contractual agreements and ensuring compliance with stipulations; effectively administering a variety of programs and administrative activities.
    • Conducting effective negotiations; representing the City and the department in meetings with governmental agencies, contractors, vendors, and various businesses, professional, regulatory, and legislative organizations.
    • Maintain regular and punctual on-site attendance.
