JOB TITLE: Part-TimePublic Safety Dispatcher LOCATION: RegionalOld Colony Communications CenterPOSITION GRADE: ScheduleBCONTRACT: PersonnelPolicies/Plan, Not benefit eligiblePAY RANGE: Beginsat $32.00 per hour, final pay depends on qualificationsFLSA STATUS: Non-exempt SCHEDULE: Twenty-four (24) hour quarterly (i.e.January - March) shift requirementREPORTS TO: Dispatch Supervisors, Public Safety DispatchDeputy Director, and Public Safety Dispatch DirectorNature ofWork: Dispatchers receiveroutine and emergency telephone calls and deploy appropriate response units forthe Towns of Duxbury, Halifax, Hanover, Hanson, Plympton, and Rochester, andserve as the communication point for several county and statewide specializedresponse teams. Dispatchers must be able to rapidly and accurately take notes,organize and record log entries, and fill out report forms. Must notifyemployees and agencies/entities as appropriate to the call and per departmentalpolicy. SupervisionRequired: Reports directlyto the Public Safety Dispatch Director. Works under the general supervision ofthe Lead Dispatchers and Director along with the Duxbury Fire Chief.Supervisory Responsibility: The dispatcher does not havesupervisory responsibility over other personnel.Confidentiality: Employee has regular access at thedepartmental level to a wide variety of confidential information includingcitizen communications and records, criminal investigations, and courtrecords. Confidentiality must be maintained with regard to thisinformation in accordance with Departmental Policy, State and Federal Laws, andthe Public Records Act.Accountability: Consequences of errors or poor judgmentcould severely jeopardize department operations and the delivery of publicsafety services, have adverse public relations, and/or have extensive financialand legal repercussions to the town, property damage, personal injury, and/orloss of life.Judgment: Guidelines may be in the form ofadministrative or organizational policies, general principles, legislation, ordirectives that pertain to a specific department or functional area. Extensive judgment is required to accomplish objectives or to deal with new orunusual situations within the limits of the guidelines or policies.Complexity: The work consists of the practicalapplication of a variety of concepts, practices, and specialized techniquesrelating to a professional or technical field. Assignments typicallyinvolve evaluation and interpretation of factors, conditions, and unusualcircumstances; evaluating compliance with established policies or criteria;gathering, analyzing and evaluating facts, evidence, or data using specializedfact-finding techniques; and determining the methods to accomplish the work.Nature andPurpose of Public Contact: Employee interacts constantly with co-workers, the public and groups orindividuals who have conflicting opinions or objectives, diverse points of viewor differences where skillful questioning is required; one on one relationshipswith a person(s) who may be under severe stress, where gaining a high degree ofcommunication may be required to obtain the desired effect. Excellentcommunication and customer service skills are required involving courtesy,tact, and diplomacy in resolving complaints or concerns of the public and incarrying out the required functions of the position.EssentialFunctions: The essential functionsor duties listed below are intended only as illustrations of the various typeof work that may be performed.   • Operates Police, Fire, and County radiotransmitter/receivers.
  • Maintains computerized logs of calls forservice, walk in complaints, reports and any public safety services rendered.
  • Must become and remain certified with theState CJIS system, in house computer systems, including entering of missingpersons and vehicles, stolen property, driver and vehicle queries, warrantmanagement system, and all aspects of the online Criminal Justice Informationsystems such as but not limited to OpenFox and Web 3.0.
  • Must become and remain certified with theState 911 Department and successfully pass all necessary in-service training.
  • Must be able to monitor multiple radiofrequencies and communications with public safety personnel.
  • Maintains in-house records and filing systemswithin the guidelines of the Department, performs clerical duties as requiredto assist public safety personnel with the completion of their reports andcorrespondence.
  • Must be capable of prioritizing incoming callsand dispatch accordingly.
  • Must notify other agencies (police, ambulance,fire, tow companies, medical examiners, etc.) based on call information, andwork effectively with these agencies in emergency situations according todepartment policy.
  • Must maintain a constant state of alertness asto the status of all cruisers and fire apparatus on duty.
  • Must be capable, after training, of givingcompetent pre-arrival instructions up to and including CPR instructions, in theevent of emergency situations such as fatal car accidents, hazardous materialincidents, homicides, civil disturbances, domestic material incidents,homicides, civil disturbances, domestic violence situations, natural disasters,structure fires, etc. Failure to maintain certification as an Emergency MedicalDispatcher will result in loss of position.
  • Acquires a thorough knowledge of the locationand layout of the streets, buildings, parks, housing complexes, and othersignificant areas of the communities served and neighboring jurisdictions tomaximize accuracy and speed of dispatches.
  • Must respond to all complaints in a calm andcivil matter. Customer Service is paramount to the success of a Public SafetyDispatcher. Our customers include our police and fire partners as well asthe general public.
  • Keeps personnel who have been dispatched oncalls fully informed of all facts affecting the safety and efficiency of theirresponse to the call.
  • Maintains equipment, especially the emergencycall line, and reports immediately any malfunction to the Supervisory staff.
  • Shall use plain English language whendispatching calls.
  • Must be able to conduct conversation via radioand telephone in clear concise terms, familiar with law enforcement, as well asfire department response terminology, in a clear and professional manner and incompliance with FCC regulations.
  • Presents a neat, clean, business-likeappearance and be willing to comply with Department uniform standards andpolicies.
  • Must comply with the Department Manual,including all Department Rules and Regulations, Policies and Procedures,General Orders, Training Bulletins, Memos, Directives and Supervisor Orders.
  • Performs any other duty and assignment as maybe assigned by the Director, or other designees as it relates to Public SafetyDispatch position.
  • Designated Training Officers perform trainingduties for newly hired staff, and continuing education for all Public SafetyDispatchers and conduct Quality Assurance measures as directed. Loss of 911,EMD, CJIS certification will result in loss of job.
  • RecommendedMinimum Qualifications:Dispatchers must be at least 18 years of age, a high school graduate, and mustpass a simulated performance examination (online), background examination, andcriminal history check, medical examination, and drug testing. Must have theability to answer phones and operate several radio systems in a professionalmanner, to think clearly in a crisis situation and to act independently andwith good judgment. Must also be willing and able to handle shift workincluding overnight hours, weekends, and occasional mandated overtime.Dispatchers must have or obtain NextGen 911 certification, EMD certification,CJIS certification, and APCO PST1 or equivalent.Knowledge: Comprehensive knowledge of currentprinciples, practices, laws, statutes, codes, ordinances and department rulesand regulations relating to dispatch functions.Abilities: Ability to deal effectively anddiplomatically with governmental agencies, coworkers, other town employees, andthe public, often in highly stressful situations. Ability to carry outrequired duties and responsibilities firmly, professionally, andimpartially. Dispatchers must be mentally and physically able to read,remember, interpret, and understand operating procedures and oralcommands. Proficient computer skills. Skill: Excellent oral and writtencommunication skills; excellent organizational skills and delivery of servicesskills. Ability to read, write and speak clearly and give clear directions overthe radio and phone.WorkEnvironment: Workenvironment requires a high degree of individual tolerance to combinations ofextremely unpleasant elements or mental stress from urgent time and attentiondemands of the utmost priority. OccupationalRisk: The position doesnot entail unusual occupational risk. The job requirements are primarilyin an office dispatch setting.Physical andMental Requirements: Thephysical demands described here are representative of those that must be met byan employee to successfully perform the essential functions of this job. While performing theduties of this job, the employee is frequently required to sit, talk, hear, usehands to handle or feel objects; and reach with hands and arms. Regularlysits, stoops, crouches, kneels, and climbs. Specific vision abilitiesrequired include, close and medium distance vision, and ability to adjust focusand distinguish colors. Frequently lifts up to 30 pounds. Strenuousphysical effort is not required in this position.Motor Skills: Duties involve close hand and eyecoordination and physical dexterity.
