This position will be responsible for the interpretation and analysis of new and existing OBRA PASRR Preadmission Resident Review (PASRR) Omnibus Budget Reconciliation Act (OBRA) Federal Regulations. Upon developing guidelines using the changes to Federal Regulations, updates will need to be disseminated at the state level. This includes revisions to the following: the Medicaid State Plan, OBRA Manual, Improving Mi Practices, CMHSP Contracts, OBRA 101 Presentations, and Coordinators Meetings. Further, this position functions as the statewide specialist in development of guidelines, procedures, and evaluation mechanisms to manage statewide Specialized Services, as indicated in the Federal Regulations. Once developed, the definition of Specialized Mental Health Services will need to be added to all educational material, contracts, and policy, as outlined above. This position has a statewide responsibility for clinical assessment reviews and activities related to making determinations on the appropriateness of nursing home admissions for individuals with mental illness and intellectual and developmental disabilities as mandated by the Omnibus Budget Reconciliation Act (OBRA). The position is also responsible for the coordination of clinical training for Community Mental Health Service Program staff, MDHHS staff, and other community agencies regarding implementation of the Preadmission Screening and Resident Review (PASRR) process to ensure compliance with the federal and state regulations for this service. This position also provides support to the administration through attendance at meetings, development of reports, responding to inquiries and assisting in technical updates related to the online database used for submission of evaluations.

Possession of a master's degree with a major in social work.
Experience
Social Work Specialist (Specialist) 13
Four years of professional experience providing social work services equivalent to a Social Work Specialist or Services Specialist, including one year equivalent to the Social Work Specialist 12 or Services Specialist 12; or, two years of experience equivalent to a Social Work Specialist P11, Services Specialist P11, or Child Welfare Consultant P11.
Preferred: Minimum of 3 years of experience in clinical work with individuals with severe mental illness and intellectual and developmental disabilities and a minimum of 2 years of experience with the PASRR evaluation and determination process.
Preferred: State of Michigan Temporary Limited Licensed Psychologist (TLLP); Limited Licensed Psychologist (LLP); Fully Licensed Psychologist (LP); Licensed Master Social Worker (LMSW); Registered Nurse (RN); Licensed Professional Counselor (LPC) in good standing
The physical location of this position is Capital Commons Center, 400 S. Pine Street, Lansing, MI. Based on operational needs and within established limits, remote work and alternate or hybrid work schedule requests for this position may be considered.
Selected candidates who have been approved to work remotely or a hybrid schedule must complete that work within Michigan. Candidates should confirm work location and schedule at the time of interview.
Employees will be provided computers to perform state work. Phones may also be provided for necessary communications. If working remotely, employees will be responsible for providing other components of a remote office at their own expense, including:
* A secure work location that allows privacy and prevents distractions.
* A high-speed internet connection of at least 25 Mbps download and 5 Mbps upload.
* Suitable lighting, furniture, and utilities.
