JOB SUMMARY
This position is responsible for supervising and participating in the repair and maintenance of city multi-use paths.
ESSENTIAL FUNCTIONS
* Supervises and participates in the repair, maintenance, reconditioning and replacement of multi-use paths.
* Supervises and participates in the replacement of drainage pipes/structures.
* Ensure all path-related projects and repairs comply with ADA requirements for accessible design, including slope, width, surface stability, and proper signage for users with disabilities.
* Directs the seasonal mowing operations of the multi-use paths.
* Operates a variety of tools, equipment, and vehicles.
* Trains, assigns, directs, supervises, evaluates and disciplines personnel; ensures compliance with department policies and procedures; and foster employee development through training/mentoring.
* Conduct and document routine safety meetings and enforce safe work standards/procedures.
* Receives, processes, and assigns work orders for completion.
* Purchases, stores, and applies herbicides.
* Estimates materials needed to complete projects.
* Responds in a courteous, timely, and effective manner to the expressed needs, concerns, and expectations of the City's residents and other customers, both internal and external to the City.
* Responds to after-hours emergencies.
* Processes employee payroll records.
* May be required to supervise and work city events including holidays.
* Prepares daily logs and completes monthly/quarterly reports.
* Must attend specialized training, including safety training, as required by management.
* Manage inventory of materials, tools, and equipment required for path maintenance, ensuring resources are readily available for scheduled and emergency work.
KNOWLEDGE REQUIRED BY THE POSITION
* Knowledge of city policies and procedures, including personnel and purchasing procedures.
* Knowledge of Public Right of Way Accessibility Guidelines (PROWAG) requirements.
* Knowledge of job-related software programs such as Microsoft Office, PowerPoint, Outlook and work order software.
* Knowledge of asphalt construction and maintenance principles.
* Knowledge of chemical herbicide application regulations.
* Knowledge of safe work policies and procedures.
* Knowledge of equipment operation and maintenance principles.
* Skill in the use of vehicles and construction equipment, including asphalt spreader, backhoe, etc.
* Skill in the use of hand and power tools.
* Skill in prioritizing and planning.
* Skill in interpersonal relations.
* Skill in oral and written communication.
* Ability to work cooperatively and collaboratively in a workplace of dignity and respect.
SUPERVISORY CONTROLS
The Assistant Public Works Director assigns work in terms of general instructions. The supervisor prioritizes, delegates, and spot-checks completed work for compliance with procedures. Ensures all completed work meets all quality standards set by City and Public Works Department.
GUIDELINES
Guidelines include multi-use path specifications, traffic laws, safety standards, and city policies and procedures. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY/SCOPE OF WORK
* The work consists of varied supervisory and technical duties. Inclement weather contributes to the complexity of the position.
* The purpose of this position is to supervise and participate in the maintenance and repair of city's multi-use paths. Successful performance contributes to safe and well-maintained paths

PHYSICAL DEMANDS/ WORK ENVIRONMENT
* The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, stooping, walking, bending or crouching. The employee frequently lifts light and occasionally heavy objects and uses tools or equipment requiring a high degree of dexterity.
* The work is performed in an office or outdoors, occasionally in cold or inclement weather. The employee may be exposed to noise, dirt, grease, and machinery with moving parts. Work requires the use of protective devices such as masks, goggles, gloves, boots, etc.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has direct supervision over Crew Leaders - Multi-Use Path, Heavy Equipment Operators, Heavy Truck Drivers and Maintenance Technicians
MINIMUM QUALIFICATIONS
* Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
* Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years' experience or service.
* Possession of a valid driver's license issued by the State of Georgia. Class C required, Class A or B Commercial Driver's License (CDL) preferred.
* Possession of or ability to readily obtain a Spray Applicator's License in either Category 24 Ornamental & Turf or Category 27 Rights of Way. Must obtain license within one year of placement into position.
