Definition

The City of Colton is seeking

a payroll professional to fill one (1) vacancy.

The recruitment has been updated to Open Continuous, and

will close when the position is filled.

DESCRIPTION:

Under the direction of the Finance Manager, performs a wide variety of complex administrative and analytical support related to payroll and payroll accounting; responsible for payroll budgeting and confidential labor negotiations salary and benefit data analysis and projections; ensures compliance with external reporting requirements; maintains, develops and analyzes payroll statements and records; and oversees and participates in performing a variety of payroll functions utilizing a complex computerized payroll system.

DISTINGUISHING CHARACTERISTICS:

This is a journey level classification within the Payroll job series responsible for maintenance of the payroll module. Successful performance requires a thorough knowledge of payroll and governmental accounting procedures and the ability to exercise sound independent judgement. The Payroll Analyst class is distinguished from the Payroll Technician I/II by the level of discretion and independent action and knowledge of the City's payroll system, processes, and complexity of work assigned.

SUPERVISION EXERCISED:

Exercises technical and functional supervision over technical payroll staff.

Essential Functions

EXAMPLES OF ESSENTIAL FUNCTIONS:

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

* Performs the full array of payroll and payroll accounting duties as Payroll Analyst including the processing, review, calculation, and recording of payroll, payroll-related financial records, and related transactions in the municipal accounting and payroll system.

* Oversees and prepares bi-weekly payroll processing in accordance with various Memorandums of Understanding (MOUs), employment contracts, and Federal and State regulations.

* Responsible for maintenance of the payroll system and employee pay records; reconciles the payroll to the general ledger; reconciles the payroll to CalPERS reporting.

* Identifies and troubleshoots payroll-processing problems and coordinates efforts to resolve issues and improve ongoing operations.

* Thoroughly analyzes and researches payroll issues, collects data sufficient to support conclusions and recommendations. Completes the analysis consistent with established deadlines.

* Formulates payroll policies, procedures, and controls to comply with Federal, State, and local regulations, City policies, and Generally Accepted Accounting Principles (GAAP).

* Prepares required State and Federal reports as well as other payroll-related reports and reconciliations for CalPERS and other governmental agencies.

* Oversees and audits time entered and departmental approvals for timekeeping process to ensure compliance with FLSA, MOU, and all other applicable laws and regulations.

* Perform internal audits of various payroll areas and prepare materials for the annual financial audit.

* Assists in the payroll budgeting process for the annual and mid-year budget process to include an analysis of salary and benefit projections.

* Provides assistance in compiling and analyzing salary and benefit information for the labor negotiations process.

* Read and apply provisions of City rules and regulations, employee MOUs, and CalPERS contracts.

* Interprets and stays current on regulations, with respect to deductions and tax and other payroll implications, regarding FLSA, State and Federal taxes, CalPERS, and other payroll-related state, federal, or contractual regulations and requirements.

* Assist departments and staff in interpreting and applying payroll and benefit laws, rules, regulations, union contracts, policies and procedures.

* Work with Payroll Module software vendor to identify and resolve problems.

* Verify, reconcile, and process W-2's.

* Assists in the preparation of payroll-related information for investigations, annual and periodic reports, worksheets for City Management, and participates in special projects, as assigned.

* Maintain prompt and regular attendance.

* Performs other related and peripheral duties as required and necessary for the successful performance of this job classification.

Qualifications

TRAINING AND EXPERIENCE:

A typical way to obtain this knowledge and abilities would be:

Education: A bachelor's degree from an accredited college or university in Business Administration or closely related field is required.

AND

Experience: Two (2) years of directly related experience in payroll, preferably in a municipal setting.

SPECIAL REQUIREMENTS:

* Must possess an acceptable financial history.

* Possession of a valid California Class C driver's license issued by the California State Department of Motor Vehicles and good driving record.

* Employees in receiving the following salary increases:

* 7/1/2024 receive a 1.5% salary increase

* Cafeteria Amount for the purchase of medical, dental and vision insurance is $1,625.00/mo effective August, 2024.

* Employees hired on or after July 1, 2017, shall have a maximum cap of $500 for cash in-lieu or for the difference between the medical insurance premium and the cafeteria dollar amount.

* Up to 80 hours per year of vacation accrued for 0 - 5 years of service

* 80 hours of administrative leave (per fiscal year)

* Up to 96 hours of sick leave (8 hours accrued monthly)

* 12 paid holidays (per calendar year)

* 20 floating holiday hours (per fiscal year)

* California Public Employees' Retirement System (CalPERS) for Miscellaneous Members:

Classic Members hired prior to 6/1/2012 benefit level is 2.7% @ 55

Classic Members hired after 6/1/2012 benefit level is 2.5% @ 55

PEPRA Members hired after 1/1/2013 benefit level is 2% @ 62

* CalPERS 4th Level 1959 Survivor Benefit

* City paid short term and long term disability insurance coverage

* City paid life insurance coverage in the amount of $50,000

* City does not participate in the Social Security System

* Tuition Reimbursement - up to $5,000 per fiscal year after passing probation.

* Six month probationary period.
