Position Type: Manager / Supervisor (Non-certified)/Payroll & Benefits Date Posted: 11/18/2024 Location: Administration Center Date Available: 01/02/2025 Closing Date: 12/18/2024 Payroll & Benefits Manager Supervisor: Director of Finance Purpose: Supports and complements the goals and vision of the Board of Education by providing exceptional managerial support for payroll and benefits. Scope: Receives direct supervision from the Director of Finance, who outlines policies, assigns duties and reviews work for conformance with standards. Performs regular duties on own initiative, exercising a high degree of judgment and tact, and reports to the Director upon completion of assignments. Consults with the Director on unusual problems and complex technical questions. Works independently planning and organizing work according to standard office procedures. Duties and Responsibilities:
  • Oversees the payroll process following all establishment general office procedures efficiently, accurately and in a confidential manner and in accordance with proper auditing regulations.
  • Reviews each payroll and serves as back-up to the payroll clerk.
  • Works with management, software consultants, unions and employees to maintain an up-to-date, comprehensive in-house computerized payroll accounting system.
  • Prepares direct deposit files, transmits ACH files to meet transfer deadlines, completes ACH bank verifications and authorizations for transmission, as necessary.
  • Prepares monthly, quarterly and yearly financial statements as required by federal and state governments, (i.e. W-2, federal and state tax return, 1095s, Department of Labor employer wage and research information reports meeting all deadlines).
  • Calculates and maintains Teacher Retirement Board (TRB) health and retirement deductions for all certified personnel. Creates and transmits monthly TRB data files and initiates monthly wire transfers of TRB contributions.
  • Works in collaboration with the Human Resources office to administer employee benefits, (i.e. medical insurance coverage, life insurance coverage, retirements, etc.) by calculating and applying respective payroll deductions.
  • Reconciles insurance statements for health insurance, life insurance, FMLA, workers compensation, etc., to ensure accuracy of data.
  • Responsible for ACA reporting, and for staying up-to-date on all relevant laws and regulations.
  • Assists with routine business office operations: journal entries, bank deposits, cash transfers, bank reconciliations, and budget transfers, as necessary.
  • Contributes to the monthly financial close process by reviewing account balances, reconciling balance sheet accounts, and preparing month-end journal entries.
  • Performs special assignments, studies and other related duties as directed.

  • Bachelor's Degree in Accounting, Finance or related field plus 3-5 years of responsible office payroll, accounting, and budget management experience.
  • Knowledge of fund accounting and Board of Education payrolls.
  • Proficient in State Department of Education interfacing applications, Google, Microsoft Word, Excel and PowerPoint.
  • Acquire working knowledge of Board of Education policies, procedures and structures. Must have the ability to organize and maintain diverse data, files and records.
  • Maintain effective working relationships with staff, Town officials, vendors and the public, and deal with public relations issues courteously and tactfully.
  • Work closely with Human Resources and other departments to support payroll-related initiatives and ensure seamless operations, excellent communication and interpersonal skills, with the ability to handle confidential information discreetly.
