Position Type: Administration/SpecialistDate Posted: 9/17/2024Location: Rockdale ISDDate Available: when filled Job Title: Payroll and Benefits Specialist Exemption Status/Test: Non exempt Reports to: Business Manager Dept. /School: Business Services Primary Purpose: Compile and prepare regular payroll, including related reports and deposits. Ensure that payroll is delivered in compliance with applicable state and federal laws and regulations and in a timely manner. Work under moderate supervision to ensure accurate and timely preparation of payroll records according to procedures and regulations. Process and provide timely notification and communication to employees and supervisors regarding benefits in accordance with established policies, rules and regulations. Under minimal supervision, implement the district's workers' compensation program according to established policy, rules and regulations. Process and provide timely notification and communications with employees, supervisors and insurance carrier regarding workers' compensation claims. Qualifications: Education/Certification: High school diploma or GED Special Knowledge/Skills: Knowledge of basic payroll accounting procedures Knowledge of local, state, and federal requirements relating to payroll issues and reports Knowledge of local, state and federal requirements relating to payroll issues, leave benefits and workers' compensation policies and reports Knowledge of administration of leave programs and applicable laws Ability to maintain accurate and auditable records Ability to use software to create spreadsheets, databases, and do word processing Proficiency in keyboarding and file maintenance Ability to work with numbers in accurate and rapid manner to meet established deadlines Effective organizational, communication, and interpersonal skills Experience: Five (5) years of experience in payroll processing/benefits/workers' compensation Major Responsibilities and Duties: Payroll Accounting/Processing
  • Prepare accurate district payroll for distribution to employees following established procedures.
  • Receive and audit time sheets for all district employees. Calculate employee wages, salaries, hours worked, overtime pay, and determine withholdings, deductions, and net pay.
  • Balance payroll earnings and deductions; initiate related transfers of funds and deposits.
  • Maintain district payroll registers, employee payroll information, and other original documentation in an orderly and accurate manner in accordance with state, federal, and district requirements.
  • Process and resolve direct deposit and other banking transactions.
  • Verify account coding with Human Resources and district departments prior to processing payroll for accuracy. Inform supervisor of all discrepancies.
  • Data Entry
  • Prepare and post all payroll changes including payroll deductions, salary changes, termination, and new employee information.
  • Compile, maintain, and file all reports, records, and other documents as required including maintaining payroll and related files such as payroll records and absent-from-duty reports.
  • Prepare and submit payroll reports and forms including those required by Internal Revenue Service, Texas Workforce Commission, Texas Retirement System, Federal Insurance Contributors' Act (FICA), Medicare, Texas New Hire Reporting, and Workers' Compensation Commission.
  • Benefits Administration
  • Administer employee benefit programs such as group health insurance, dental, life, and medical reimbursement.
  • Handle employee benefit inquiries and complaints to ensure quick, equitable, and courteous resolution. Act as liaison between employees and insurance carrier's claims office and resolve administrative problems with insurance carrier representatives.
  • Provide timely notice to employees under the requirements of the Consolidated Omnibus Budget Reconciliation Act (COBRA), Health Insurance Portability and Accountability Act (HIPAA), and Affordable Care Act (ACA) including issuing certificates of coverage for all medical plans for all terminated employees and dependents.
  • Assist in conducting benefits orientation meetings and enrollment of new employees in benefit plans.
  • Assist with annual open enrollment process, including making group presentations and preparing, distributing, and receiving materials and forms. Process all employee benefit enrollment and change forms within required time limits to meet payroll deadlines.
  • Records, Reports, and Correspondence
  • Prepare and verify monthly premium statements for all group insurance policies. Balance and submit billing statements to accounting for payment.
  • Prepare correspondence and forms. Compile, maintain, and file all reports, records, and other documents as required including workers' compensation records and confidential medical certifications.
  • Maintain all benefits-related records including statistical data relative to premiums and cost. Assist with required data entry and preparation of reports.
  • Assist with preparation of benefits handbook.
  • Maintain and distribute insurance forms and supplies to campuses and other district buildings.
  • Compile, maintain, and file all reports, records, and other documents as required.
  • Maintain confidentiality of information.
  • Workers' Compensation Administration
  • Receive and process accident reports and workers' compensation claims. File all insurance forms and Texas Department of Insurance, Workers' Compensation Division (DWC) reports including wage statements, first report of injury, supplement report, and job information in a timely manner.
  • Establish and maintain contact with injured employees and provide assistance with claims and obtaining health care as appropriate.
  • Communicate with workers' compensation insurance carrier, doctors, nurses, campuses, and health care providers to enable appropriate processing of claims.
  • Work closely with campus and department secretaries, supervisors, and administrators to facilitate reporting work-related illnesses and injuries.
  • Work with Human Resources to ensure appropriate use and access to applicable leave and insurance benefits.
  • Assist risk manager to prepare for DWC conferences and hearings.
  • Other
  • Work cooperatively with human resource department, principals, department heads, campus and department secretaries, and employees to ensure accuracy of information reported. Resolve payroll problems and inquiries.
  • Respond to requests from financial institutions regarding verification of employment.
