Job Description: Under general supervision, an incumbent of this position performs a variety of duties and tasks involved in the processing and generating of the district payroll, including maintaining and updating all employee payroll changes, deductions, and benefit information, preparing and generating all required state, federal and/or local payroll related reports, and performing other specialized clerical work related to payrolls. This position involves considerable contact with fellow employees and unit supervisors.

Job Responsibilities:

* Compiles and enters data, including timesheet information, into the system to process and generate payroll;

* Calculates wages, overtime, shift differential, retroactive payments, deductions, etc. to ensure compliance with federal and state laws;

* Reviews payroll transactions for accuracy and completeness, and verifies changes in salaries and employment status as authorized by Human Resources against appropriate documentation;

* Adds newly appointed employee salary and deduction information into the master payroll files/schedules;

* Runs computer proofs, edits, and reconciliations to verify accuracy of generated payroll;

* Prepares/transmits semi-monthly direct deposit file, and sorts/distributes payroll checks;

* Calculates and processes Federal and State tax payments, and submits quarterly tax reports;

* Responsible for timely processing of checks related to payroll (i.e., TSA's, flexible spending accounts, garnishments, union dues, retirement system contributions, etc.);

* Maintains payroll records and updates salaries, benefits, and deductions at the start of the new fiscal year, and as necessary for status changes such as salary increases, leaves of absence without pay, retroactive salary adjustments, terminations, and any other changes affecting payroll;

* Enrolls new employees as required by the NYS ERS/TRS Retirement Systems, prepares monthly and annual retirement reports, and serves as liaison for the district;

* Handles requests for employment verification from authorized third parties;

* Prepares and verifies year-end W-2 information, processes W-2's for electronic filing, and distributes to recipients;

* Processes Workers' Compensation documentation;

* Gathers information for ACA reporting;

* Prepares compliance and statistic reports for governmental agencies as required;

* Plans work program to meet payroll schedules;

* Answers inquiries regarding payroll, benefits, or related questions either verbally or in writing;

* Maintains appropriate confidentiality, discretion, and judgment in Payroll and Budget matters;

* Perform other tasks as requested when not processing payroll;

REQUIRED KNOWLEDGE, SKILLS, ABILITIES AND ATTRIBUTES:

* Detailed knowledge of current laws, rules, regulations and reporting requirements pertaining to payroll processing, payroll taxes, deductions, retiree, and payroll reporting;

* Familiar with bargaining agreement terms and conditions dealing with salaries, pay rates, and benefits related to payroll processing;

* Experience and ability to operate standard office equipment (i.e., computer keyboard, calculator, etc.) and typical productivity software, databases or customized systems/applications used for processing payrolls (knowledge of nVision financial software preferred);

* Ability to read, write, speak, understand, and communicate effectively in English to perform the essential functions of the position;

* Performs related payroll processing functions with attention to detail, precision, and accuracy within established deadlines;

* Good interpersonal and communication skills;

* Is honest, has integrity, is courteous and demonstrates good character and initiative;

* Physical condition commensurate with the duties of the position.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE: Graduation from high school or possession of a high school equivalency diploma and three (3) years of clerical experience, two (2) years of which must have involved the processing of payrolls using automated systems.

SUBSTITUTION: An Associate's Degree* in Accounting, Finance, Business or closely related field may be substituted for two (2) years of the above clerical experience. There is no substitution for one (1) year of specialized clerical experience that involved the processing of payrolls using automated systems.

* SPECIAL NOTE: Education beyond the secondary level must be from an institution recognized or accredited by the Board of Regents of the New York State Department of Education as a post-secondary, degree-granting institution.

All candidates must be on an active Civil Service list for the title of Payroll Clerk.
