GENERAL DESCRIPTION:
The Texas Division of Emergency Management (TDEM) is an emergency response entity, and this status can affect working hours, travel, and change in duties as needed. The Payroll & Finance Business Liaison under general direction provides semi-complex payroll accounting services for TDEM. Work may include but is not limited to payroll accounting, fiscal analysis, timekeeping, leave reporting, time and effort, and monthly payroll corrections. Collaborates with representatives to coordinate the timely submission of internal, local, intra-system, and/or state reports. Provides support for special projects, ad-hoc and misc. management reports, account analysis, reconciliation, and fiscal review. Works under general supervision, with limited latitude for the use of initiative and independent judgment.
This position reports to the Section Chief, Payroll and Fiscal Analytics.

ESSENTIAL JOB DUTIES AND RESPONSIILITIES:
* Processes and reviews automated and manual employee payrolls in compliance with applicable regulations, policies, procedures, state, and federal guidelines.
* Enters, updates, and retrieves information from Workday, FAMIS, and Business Objects and utilizes various Workday roles (Payroll, Absence, Benefits, Compensation, and Human Resources) to perform payroll support functions.
* Adheres to production calendar for biweekly and monthly payroll.
* Utilizes Workday payroll and leave reports to facilitate accurate payroll and to detect discrepancies.
* Monitors leave and time entries for accuracy and timeliness, identifies and resolves errors.
* Collaborates with staff to process time-sheet corrections and/or prompts managerial review of time-sheets to meet time entry deadlines.
* Compiles, audits, maintains, and reconciles employee leave records, such as extended sick leave, vacation accruals, FLSA, LWOP, Workers Compensation and other available leave balances; and assists with providing annual and/or monthly leave balance reports to employees.
* Collaborates with TAMU Payroll to ensure retro payments process accurately.
* Recalculates payroll corrections, reconciles payroll accounts, and enters payroll corrections (PCT's).
* Prepares disaster compensation reports in compliance with federal and state guidelines.
* Collaborates with peers to coordinate the timely submission of internal, local, inter-system, and/or state reports.
* Serves as a key liaison for Payroll Services.
* Responds to routine inquiries regarding payroll and leave policies, procedures, and programs.
* Maintains current knowledge base regarding compensation and leave laws, regulations, policies.
* Trains employees/managers on how to enter/approve time and leave.
* Distributes timely payroll and leave guidance.
* Attends various Workday/Payroll/Leave meetings.
* Develops internal controls and maintains standard operating procedures for payroll services.
* Provides support for special projects, ad-hoc and misc. management reports, account analysis, reconciliation, and fiscal review.
* Performs related work as assigned.
* Face-to-face and person-to-person interactions are required.
* Maintains a regular course of attendance during assigned work schedule and work extended hours when needed.
* Ability to travel 10%

MINIMUM QUALIFICATIONS:
Education -- Bachelor's degree in a related field from an accredited college or university or an equivalent combination of education and experience.
Experience - Three years of related experience at a state of Texas entity.
PREFERRED QUALIFICATIONS:
Experience processing using Workday in a payroll, absence, timekeeper, or related partner role or other similar state system (i.e., CAPPS, USAS, PeopleSoft, etc.).
* Additional work experience of the type described above may be substituted for the education requirement on a year-for-year basis. Thirty (30) semester hours is equivalent to one (1) year of experience. A completed advanced degree in a relevant field may also be substituted in lieu of work experience.
KNOWLEDGE, SKILLS, AND ABILITIES:
* Knowledge of time and leave reporting, FLSA, FMLA, LWOP, Worker's Compensation and related State statutes.
* Knowledge of time and attendance rules and regulations.
* Knowledge of state and federal leave entitlements.
* Knowledge of fiscal/budget oversight.
* Strong customer service skills and ability to adapt to change.
* Must be detail-oriented and have strong organizational skills.
* Strong and effective verbal and written communication skills.
* Proficiency in Microsoft Office, including Word, PowerPoint, and Excel, to include creating pivot tables and formulas.
* Ability to maintain confidential and sensitive information, to review payroll accounting records, to communicate effectively, and to provide guidance to others.
* Ability to anticipate and identify issues and problem solve.
* Ability to multitask.
* Ability to communicate with tact and diplomacy.
REGISTRATION, CERTIFICATION OR LICENSURE:
Complete and obtain certification in IS-100, IS-200, IS-700, IS-800 FEMA courses within twelve (12) months of employment and any other training as determined.
