Payroll Manager- Process Improvement Summary Job Description The primary focus of this position is to identify opportunities and implement improvements that streamline the payroll process through use of technology (e.g., Workday) and standard operating procedures. Supporting the Payroll Senior Manager the Manager will work with operators, IT, and other key stakeholders to implement process improvements and/or technical solutions. This position will also participate in larger company initiatives, coordinating with other departments that impact or are impacted by payroll, ensuring business continuity through major initiatives . As a member of the Employee Service Center Management Team, interprets overall strategic vision as established by management, communicates overall plan to staff and ensures compliance with company operating philosophy. Primary Duties/Responsibilities
  • Provide payroll reporting (weekly, monthly, quarterly) for key metrics, for example: volume of payroll issues, timing of resolution of payroll issues, and trending issues
  • Helps establish clear measurable goals and objectives by which to determine individual and team results (e.g., operational metrics, adherence to predetermined SLAs, results against project timelines, training documentation, and other goals/objectives)
  • Assist with preparation of periodic reporting to management on status and overall payroll health
  • Review and assist with vendor compliance issues and reporting
  • Ensure technical solutions as well as standardized policies and procedures adhere to the corporate strategy/objectives and external laws/regulatory guidance (e.g., SOX)
  • Ensures compliance with federal, state and local taxing authority requirements by studying existing and new legislation; enforcing adherence to requirements including SOX; advising management on needed actions; analyzing impact on payroll system
  • Work cross-functionally with both internal (e.g., Finance, Benefits, HR, IT) and external stakeholders to deliver best-in-class payroll solutions
  • Ensure processes are standardized and documented.
  • Participate as a stakeholder in M & A activities.
  • Support continuous strategic process improvements to maintain the quality, efficiency and overall effectiveness of the payroll functions and system of internal controls, to increase accuracy and decrease risk of fraud and errors
  • Assist in determining the appropriate balance between insource and outsourced activities
  • Support requests from internal audits, external audits, and government audits, as needed
Qualifications
  • Bachelor's degree required; degree in accounting, finance or related business preferred
  • Experience in payroll for a large multi-state company as a manager or other leadership role
  • Five or more years of experience in Payroll, Accounting, Business, Finance, Labor Relations, Process Improvement, or related field
  • Proficient understanding of payroll processes, controls, financial compliance, and regulations
  • Requires specialized depth and/or breadth of expertise with payroll systems
  • Experience managing third party vendors, preferably in a shared services environment
  • Experience with payroll applications and service providers (e.g., Kronos) is preferred
  • Proficient in Workday, with a strong understanding of capabilities and functionality
  • Knowledge of Workday reporting tools to generate payroll reports and analyze data for auditing and/or compliance purposes
  • Skilled in troubleshooting and resolving payroll-related issues in Workday, such as payroll errors, tax discrepancies, and wage garnishments
  • Stay up-to-date with the latest Workday releases and updates, continuously expanding knowledge and skills
  • Excellent verbal and written communication skills in order to communicate with customers, peers, and vendors
  • A sense of urgency in solving customer requests to ensure timely resolution and an ability to work under pressure, multi-task, and meet deadlines
  • Experience in improving payroll processes to maximize efficiency and deliver quality services
  • Ability to process complex information and quickly identify innovative solutions that meet both internal and business partner requirements
  • Comfortable in handling ambiguity and fluid situations, demonstrating a pragmatic approach

  • Articulate, adaptable, with excellent inter-personal and cross-cultural skills
  • Ability to influence, advise and guide others through options and points of view
  • Good with Excel, Word, and PowerPoint; quick adaptability to systems, tools, and processes
