Job Duties

This position works as part of a Shared Services Team serving both the Virginia Employment Commission and Virginia Works.

Ensures the appropriate management, accounting, analysis, reporting and disbursement of agency payroll expenditures in accordance with state, federal and agency regulations.

Manages financial and operational issues for the disbursement of payroll related financial obligations; provides guidance to managers and staff regarding compliance requirements; ensures duties are performed in a manner that safeguards the agency's financial and contractual interests; collects, analyzes and reconciles data; prepares financial reports and statements; works with other finance staff to complete year-end closing; manages, mentors and trains staff; reviews and certifies classified and wage payroll; prepares and manages the annual budget for the Payroll section; and works with auditors to respond to inquiries and address issues.

Maintains proper internal control; reviews current operations, policies and procedures; makes recommendations to streamline processes and address issues; assists with the development and implementation of appropriate policies, procedures and processes; and ensures compliance with established records retention policies and procedures.

Minimum Qualifications

Considerable knowledge of cash management and GAAP and practices; governmental accounting, particularly related to payroll; applicable state and federal requirements related to disbursement and management of federal funds and payroll; and automated payroll and financial management systems.

Strong analytical, supervisory, oral and written communication, and computer (e.g., MS Office Professional and Oracle or comparable software) skills.

Ability to manage staff and payroll functions; collect and analyze financial data; apply; prepare financial statements and reports; perform accounting and reconciliation work; review and certify payroll transactions; prepare reports; apply policies and procedures; and work effectively both independently and as a team member.

Additional Considerations

Education, training, and/or experience in accounting, business, finance or a related field.

Experience managing and/or processing payroll transactions

Experience managing staff and/or processing state payroll transactions; and using Oracle based Enterprise Financial (or other related financial system) and State systems (e.g., Cardinal Finance and Cardinal HCM).
