Job Description:
The SUNY Old Westbury Payroll Manager position reports to the Senior Associate Vice President for Business & Finance and Controller. This position works closely with all departments on campus, particularly with the Office of Human Resources. The Payroll Manager serves as the liaison for the campus with the SUNY Human Resources and SUNY Payroll Offices and the New York State Office of State Comptroller (OSC). This is a full-time position that requires onsite presence during all working hours and is not eligible for remote or hybrid arrangements.
Responsibilities include but are not limited to:
* Maintain employee payroll data, including documentation supporting all authorized deductions from pay.
* Ensure compliance with applicable state, federal, and city tax laws; wage and hour laws; and numerous collective bargaining agreements.
* Maintain relationships with internal and external auditors regarding payroll processing issues.
* Responsible for management of payroll vendors and service providers.
* Resolve employee pay-related issues, including overpayments, late pay, deductions, and related pay adjustments.
* Identify business improvement opportunities, system edits, and report to improve payroll accuracy, efficiency, and promote outstanding customer service.
* Improve payroll performance and reduce the duplication of effort related to time reporting, retroactive adjustments, and the process of payroll actions, including new hires, rehires, promotions, separations, etc.
* Responsible for the development, implementation, and maintenance of procedures and controls sufficient to adequately account for all payroll and time and attendance transactions.
* Identify potential payroll risks and takes action to mitigate such risks.
* Interact and address issues that are associated with audits from SUNY, OSC and other agencies as needed.
* Oversee the development of routine and ad hoc reporting tools and solutions to ensure appropriate financial information is made available to employees and management in a timely manner, including reports detailing gross payroll, hours worked, leave accruals, benefits and tax deductions, etc.
* Maintain payroll guidelines by writing and updating policies and procedures.
* Manage payroll staff by recruiting, selecting, orienting, and training employees.
* Participate in continuous process improvement efforts to support current and future systems enhancement.
* Perform other duties as required and assigned.
Requirements:
Required Qualifications:
* Bachelor's degree from an accredited college/university.
* 3 to 5 years of experience in payroll working in a business office or a college/university setting in a union environment.
* Proficient with Microsoft Office Suite and a variety of electronic database systems.
* Ability to work independently and in a team environment and communicate effectively with all levels of the organization.
* Excellent communication skills, verbally and written.
* Strong customer service skills and listening skills.
* Strong leadership, project management, and interpersonal skills with strong writing and analytic ability.
* Cultural competence and ability to communicate and engage effectively with diverse constituencies.
* Experience working with a culturally diverse population.
Preferred Qualifications:
* Master's degree from an accredited college/university.
* Certified Payroll Professional (CCP).
* 3 to 5 years of experience in a Payroll Office at a senior level or as singular staff office.
* Experience working in a multi-union environment.
* Knowledge of SUNY Human Resources/Payroll and/or New York State Office of State Comptroller systems.
Additional Information:
Salary Range: $62,596.00 - $75,000.00 commensurate with education and experience (plus location pay $3,400.00)
