No exam required under the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) Program:Non-Competitive Qualifications for appointment under the NYHELPS Program:For appointment to the Payroll Specialist 1 (SG-11), you must have: Two years of full-time business or human resources office experience in one or more of the following: accounts payable, accounts receivable and/or bookkeeping; processing payroll transactions; processing travel expense reports and/or reimbursements; processing personnel, benefits and/or time and attendance transactions; reviewing requisitions for purchase and initiating and processing purchase orders.OR Thirty semester credit hours of college-level study AND one year of full-time business or human resources experience in one or more of the following: accounts payable, accounts receivable and/or bookkeeping; processing payroll transactions; processing travel expense reports and/or reimbursements; processing personnel, benefits and/or time and attendance transactions; reviewing requisitions for purchase and initiating and processing purchase orders.OR Sixty semester credit hours of college-level study Competitive Minimum Qualifications: You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1 of the Civil Service Law.For 70.1 transfer to a Payroll Specialist 1, salary grade (SG)-11, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to a SG-09 or above.To determine if your current Civil Service title is eligible for transfer to this title, visit the Career Mobility GOT-IT website: Career Mobility Office GOT-IT (ny.gov)Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.Duties Description Process and Review Payroll Transactions Process and review payroll transactions submitted by all NYS agencies and determine appropriate action based on various laws, regulations, collective bargaining agreements, business rules, and procedures. Enter and correct payroll information in PayServ and notify agencies of changes.Provide Payroll Information to Customers Provide all NYS agencies with appropriate payroll information. Research and analyze payroll history records. Verify employee payroll information to prospective employers who call and inquire. Determine appropriate courses of action and answers in relations to e-mails received in Earnings mailboxes.Additional Comments Knowledge, Skills, and Abilities: Analytical and organizational skills. Oral and written communication skills. Detail oriented and produces an accurate and timely work product. Works well independently and in a team environment. Able to respond to written inquiries and telephone calls from NYS employees and NYS agencies. Able to prepare timely, accurate, and thoughtful research. Able to communicate and document unusual circumstances.Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency's mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee's primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so.
