JOB TITLE:Finance: Payroll Specialist DEPARTMENT/PROGRAM: Finance SUPERVISOR: Director of Finance PAY GRADE: 82 FLSA STATUS: NonExempt SALARY RANGE: $22.50 $33.65/hr(commensurate with education and experience) JOB SUMMARY: Under general direction of the Director of Finance and working in collaboration with the Finance team and relevant Program and Support function staff, the Payroll Specialist is responsible for all payroll processing and maintenance, as well as leave administration. In addition to ACA reporting, the Payroll Specialist provides support to the Director of Finance and Chief Financial Officer (as required), and fulfills audit/consolidated fiscal reporting requirements in order to allow Villa of Hope to grow and carry out its mission through implementation of core agency strategic initiatives. The Payroll Specialist must be able to adapt to a continually evolving environment and thrive in an autonomous and deadline-oriented workplace while effectively carrying out all job responsibilities with fidelity and accountability to the Agency s Mission, Vision, Values, Guiding Principles, Strategic Plan and Diversity, Equity and Inclusion. Exercises full compliance with the Agency s Code of Conduct, all Agency Policies and Procedures. Maintains confidentiality and security for all client and staff related materials and/or records. ESSENTIAL FUNCTIONS:
  • Manages bi-weekly payroll process and processes bi-weekly payroll
  • Processes all payroll related file maintenance (direct deposits / HSA / tax withholdings / benefit-related withholdings, employee status changes, etc.)
  • Processes garnishments (support orders, medical support orders, tax levies, student loans, etc.)
  • Ensures accurate Consolidated Fiscal Reporting (CFR) requirements are met related to Job titles and CFR codes
  • Prepares and uploads bi-weekly payroll journal entries from ADP into the Financial Edge/Blackbaud accounting software in collaboration with the Villa Finance Team
  • Prepare payroll reports for CFR, Audit, 990 and other similar submissions in collaboration with the Villa Finance Team
  • Provides information for budget preparation and actual to budget reports from payroll system
  • Process allocation changes in payroll system
  • Assists with benefit accounts reconciliation in collaboration with the Villa Finance Team
  • Provides invoices and reconciliations for payable related to all Villa benefits like health/dental/vision/life/disability etc.
  • Recommends and participates in the development of new procedures and policies related to payroll operations
  • Assists with annual benefits Open Enrollment, and assists employees
  • Processes benefit enrollments and changes in payroll system
  • Administers leaves for FMLA, PFL, Workers Compensation and Disability
  • Assists with audits (Finance, 401(k), Workers Comp, etc.)
  • Provides customer service to employees related to payroll, benefits or leave questions
  • Participates in team meetings
  • Maintains working relationship with Program Managers and Leadership
  • Communicates with Director of Finance, Chief Financial Officer and Director of Talent and Culture regarding all payroll related issues and special circumstances
  • Presents at New Employee Orientations and other staff meetings as necessary
  • Assists with evaluation and implementation of payroll system.
  • Prepares training materials as necessary to ensure backup can support payroll process.
  • Performs other duties as assigned
POSITION SPECIFICS: Education: HS Diploma/GED or AAS degree in AccountingExperience: 5 years experience involving payroll processing, NYS Workers Compensation, disability (STD/LTD) administration and benefits processingSkills:
  • Preferred experience in a non-profit regulatory environment
  • Strong verbal and written communication skills
  • Ability to multi-task and consistently meet deadlines
  • Strong collaboration, detail oriented and accuracy of information
  • Ability to handle confidential and sensitive information
  • Microsoft Word, Outlook, Excel, HRIS and Payroll Processing System (ADP Workforce Now strongly preferred)
Physical Demands: Sedentary work that involves walking or standing some of the time and routine keyboard operations.
