Location: Dover,DE, USA
The City of Dover is currently seeking qualified applicants for the position of Payroll Specialist in the Finance Department. This position is responsible for independently completing the process of the payroll including reconciliation and recording of the biweekly payroll for approximately 400 employees and monthly payroll for approximately 250 retirees. This position will work closely with management of City departments, interpreting financial policy, providing recommendations, and solving financial problems of a complex and/or sensitive nature.
Job Responsibilities
* Compliance with various policies, procedures and FLSA
* Working knowledge of preparation and filing procedures for federal and state quarterly and annual payroll reports which includes, but is not limited to, 940, 941, W-2, 1099, 1095/1094's and W-4
* Familiarity with benefit maintenance, reconciliation, premium payment, and reporting procedures
* Responsible for account reconciliations and cost allocations
* Prepare journal entries accurately to record all payroll transactions, prepares justifications and make recommendations for the adjustment of journals or transfer of entries to make revenue or expenditure corrections
* Ability to do detailed research of accounts, as well as cost estimates and analysis
Required Qualifications
* Associate degree in Accounting or at least one year of college-level accounting courses
* Five (5) years of bookkeeping or statistical recordkeeping experience
* Advanced proficiency with Excel, a high aptitude for figures and the ability to be very detailed oriented
* Must be able to communicate well both in writing and verbally
