Position Type: Secretarial/Clerical/PayrollDate Posted: 12/12/2024Location: Administrative OfficesCOLLETON COUNTY SCHOOL DISTRICT JOB DESCRIPTION - PAYROLL SPECIALISTJOB PURPOSE Under occasional supervision, coordinates and performs responsible accounting work in the processing and preparation of scheduled and unscheduled payrolls for the District and in the maintenance of related records and reports; and performs related administrative and technical work as assigned. Reports to the Chief Financial Officer. ESSENTIAL JOB FUNCTIONS Coordinates and performs technical accounting work in the preparation and processing of scheduled and unscheduled payrolls for the school district. Monitors and controls department workflow to ensure effective and efficient daily operations. Assists in the establishment and implementation of guidelines, deadlines and procedures for the processing of district payroll. Balances, produces and distributes payroll checks and direct deposit notifications. Posts payroll to ledger and creates all payroll related journal entries. Accrues employee sick leave monthly, annual leave yearly and roll over balance yearly. Reconciles payroll liability accounts on a monthly basis. Receives, uploads and prints Kelly Services absentee file weekly. Creates, uploads, and submits monthly ORP funding. Produces and distributes W-2 forms; files year-end wage reports with the Social Security Administration. Upload, print, seal, distribute and report 1095C employee files to IRS yearly. Pays federal and state withholding taxes; creates, balances and files quarterly 941 and state withholding reports. Creates, balances and files monthly and quarterly S.C. Retirement System reports. Creates, balances, pays and files monthly health insurance bill. Creates, balances, and submits quarterly SCDAC Medicaid claim report. Processes payroll related accounts payable each payroll. Compiles data for and prepares various payroll / financial records and reports as required by the District and other agencies. Maintains the accuracy of financial data in budget prep. Provides assistance to employees and supervisors regarding hours worked, leave taken and review of timekeeping data via Kronos, pursuant to all policies, rules, regulations, and laws. Ensures compliance with all pay, leave, and timekeeping regulations and policies. Ensures time and attendance records are accurate and reviewed for every employee for each pay period and uploads file to accounting system. Receives and responds to inquiries, concerns and complaints in areas of responsibility. Attends and participates in various district meetings as required. Performs routine clerical tasks as required, including but not limited to preparing reports and correspondence, copying and filing documents, answering the telephone, sending and receiving faxes, entering and retrieving computer data, etc. Operates a variety of equipment such as a computer, printer, copier, calculator, telephone, paper shredder, check signer / sealer / folder, postage meter, etc.; uses clerical, copier, computer supplies. Interacts and communicates with various groups and individuals such as the immediate supervisor, coworkers, other district administrators and staff, school administrators and staff, state and federal agencies, attorneys, State Department of Education personnel, accountants and the general public. Attends training, seminars and conferences, etc., as required to maintain and enhance job knowledge and skills. Performs related duties as required. QUALIFICATIONS Requires a Bachelor's degree in business, accounting or related field supplemented by three to four years of experience in payroll, accounts payable or related area of finance, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must possess a valid state driver's license. Qualifications: Requires an Associate's degree, vocational technical degree or specialized training that is equivalent to satisfactory completion of two years of college education with emphasis in accounting, bookkeeping or a closely related field, supplemented by three to four years of general bookkeeping and/or payroll experience.
