Job Description: Responsibilities:
- Monitor certified payroll for both internal self-perform projects and external subcontractors.
- Gather, review and input employee pay and project hours data for certified payroll.
- Maintain all Labor Compliance and Certified Payroll documents throughout project in a timely and efficient manner.
- Understanding of certified payroll requirements for federal, state, and local regulations.
- Interact via verbal and/or correspondence with general contractors to satisfy labor compliance requirements.
- Review and verify payroll records, benefit statements, and apprenticeship paperwork to determine compliance with applicable rules and regulations.
- Proficiency with using the DOL website and/or software for Certified Payroll reporting.
- Prepare Fringe Benefit Statements.
- Liaison between project managers, HRBP's, customers, and operation managers for multiple projects.
- Responds to requests from the DIR and general contractors regarding missing and/or revised documentation to ensure compliance.
- Review payrolls to minimize audits, underpayments, fines, and penalties if applicable.
- Investigate complaints of noncompliance with prevailing wage payments, benefit payments, and apprenticeship violations; takes written or recorded statements to establish facts; compiles reports, records.
- Monitor and stay abreast of any Certified payroll laws and regulations changes.
- Complete special projects as requested.
- Ensures compliance with city & county specific to prevailing wage and labor compliance requirements.
Position Requirements:
- minimum of 5 years' experience as a Certified Payroll & Labor Compliance Specialist is preferred.
- Proficient with prevailing wages reporting websites.
- Extensive understanding of Labor Compliance policies, procedures, and practices.
- In depth understanding of the David-Bacon related act.
- Experience performing audits on certified payroll documents.
- Experience calculating fines/penalties regarding audits.
- Experience analyzing documents using critical thinking.
- Must possess excellent written and verbal communication skills.
- Must possess a strong working knowledge of computer programs such as Excel, Word and Outlook.
- Must be able to complete tasks with little or no supervision.
