Summary of Job Duties:

The Payroll Supervisor works under administrative direction of the Payroll Manager and is considered a working supervisor. This position ensures computations, withholdings, and deductions associated with the net pay are properly recorded. This position is governed by state and federal laws, and agency/institution policy.

Qualifications:

Required Education and/or Experience

The formal education equivalent of a bachelor's degree in general business, finance, accounting, or a related field; plus three (3) years' experience in accounting, financial management, or a related field.

Other job related education and/or experience may be substituted for all or part of these basic requirements.

Preferred Education and/or Experience

Two (2) or more years of experience in payroll processing, payroll accounting, or related area. Experience with client-server-based financial information systems, preferably Ellucian Banner and/or Workday.

Job Duties and Responsibilities

* Initiate and process semi-monthly payroll. Calculate and input personnel hiring data into the payroll system;

* Process on demand payments and manual check adjustments;

* Input wage assignments and communication to third party vendors.

* Set up and update changes to personnel pay records, including deductions;

* Responsible for ensuring payroll deductions are taken and remitted to the appropriate vendor(s);

* Perform payroll duties under pressure of tight deadlines and rigid timeframes in difficult circumstances;

* Perform administrative duties as deemed necessary;

* Perform other duties as assigned.

* Assist in the supervision of payroll staff and in preparing payroll staff performance evaluations;

* Delegate tasks to payroll staff. Train new employees and current staff on new procedures;

* Responsible for ensuring payroll staff reconcile payroll liability accounts to the general ledger and reconcile payroll to general ledger;

* Make sure leave is entered and deducted in the payroll system by working closely with the Absence Partner when an employee is on leave (Workers comp, FMLA, Catastrophic, LWOP);

* Prepare federal and state tax deposits reports;

* Assist in the year-end closing and opening processes;

* Develop and design various reports that are useful in improving the operation;

* Oversee the electronic storage of payroll data through imaging;

* Provide technical assistance regarding internal and external payroll issues;

* Provide customer service to internal and external employees.

Knowledge, Skills, and Abilities

* Knowledge of state payroll processing requirements and Generally Accepted Accounting Principles;

* Ability to coordinate production of payrolls;

* Ability to reconcile and balance payroll deductions;

* Ability to interpret and apply the provisions of law, rule, or policy to specific situations;

* Ability to conduct research, perform quantitative quality assurance reviews, and prepare reports;

* Ability to provide guidance and technical assistance to agency/institution management and staff;

* Ability to develop, implement, and maintain manual or computerized accounting systems;

* Ability to monitor and evaluate the effectiveness of accounting systems and controls, identify problems, and devise corrective actions;

* Ability to plan, organize, and oversee the work of others;

* Excellent customer relations skills;

* Strong time management, analytical and planning skills;

* Proficient in MS Word and Excel;

* Excellent written and verbal communication skills.
