Position Title: Payroll Technician

Terms of Employment: Full Time - 219 Days

Department: Finance Department

Reports to: Chief Financial Officer

FLSA Status: Non-Exempt

This is a classified position assigned to the classified salary schedule.

SUMMARY:

Perform highly responsible confidential and technical accounting and clerical work involving the District's accounting system and other related functions. Employees in this classification receive supervision within a framework of standard policies and procedures.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

* Work confidentially with discretion

* Prepare payroll on assigned basis

* Prepare federal and state monthly and quarterly reports

* Print and disseminate annual W-2 and 1095-C forms

* Complete various requests for employment verification

* Complete multiple reporting requests for various payroll data mandated by federal, state or other jurisdictions and requests under the Freedom of Information Act

* Maintain and update database used to arrange for substitute personnel

* Gather information for year-end financial audit including, but not limited to, detailed listings of accrued payroll items, as well

as detailed payroll reports, and individual records of earnings as needed

* Work with supervisor to complete other types of audit requests

* Maintain appropriate records pertinent to approved budgets

* Meet schedules and time lines

* Oral and written communication skills, communicating with tact, patience and courtesy

* Establish and maintain cooperative and effective working relationships

* Plan and complete work on a timely basis

* Work with school secretaries to help them understand policies and procedures; how to enter information into district

software; and other financial related duties including how to run reports for their school sites; visit schools when necessary

to help with training related to financial duties when needed

* Operate a wide variety of office equipment including personal computers, 10-key calculator, and copier

* Scan and electronically file backup documentation appropriately

* Update and review tax withholding, voluntary deductions, garnishments, fringe benefits, and name changes

* Update salary schedules in district software used to create payroll

* Be familiar with and able to apply and explain applicable sections of Nevada Revised Statutes, Department of Labor, and

other applicable laws, rules, and regulations

* Be familiar with various negotiated agreements

* Other duties as assigned

QUALIFICATIONS:

EDUCATION and/or EXPERIENCE:

High School graduate or equivalent and three years' experience in office payroll capacity.

OTHER SKILLS and ABILITIES:

Accounting and financial record keeping principles and practices, especially as they pertain to governmental and school district accounting. Personal computer software including spreadsheets and word processing.

Perform difficult clerical and technical work rapidly and accurately. Understand and carry out oral instructions independently. Work cooperatively with those contacted in the course of work. Prepare accurate financial summaries and reports, establish and maintain a variety of records. Analyze situations accurately and adopt an effective course of action. Perform arithmetical calculations with speed and accuracy. Learn and apply office policies, rules and procedures; read, understand and interpret written laws, rules, and standards. Assemble and organize data and prepare worksheets and reports as requested. Communicate effectively and tactfully in both oral and written form.

LANGUAGE SKILLS:

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to speak effectively before co-workers, administrators and staff.

REASONING ABILITY:

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

While performing the duties of this job, the employee is regularly required to sit, talk, hear and operate a computer. The employee is occasionally required to stand, walk, and reach with hands and arms. The employee must occasionally lift and/or move up to 20 pounds, such as computer paper boxes.
