JOB PURPOSE: Under general supervision of the Time and Leave Manager, performs complex administrative functions pertaining to the Payroll, Time and Leave program for the agency. Performs administrative duties for the Office of Human Resources, supports the payroll needs for the agency and ensures excellent customer service is provided to the employees and external contacts of the agency. JOB RESPONSIBILITIES: Provides assistance to payroll processing and time reconciliation for the agency. Troubleshoots discrepancies for SCEIS time entries and ensures compliance with FLSA laws. Ensures employees are paid accurately and timely and reduces overpayments due to missing time, missed time punches and or late reporting of absences. Monitors and troubleshoots timeclock system to ensure accurate computation of start and finish times to identify and reconcile discrepancies. Enters shift differential, on-call and call back hours for identified employees. Advises supervisors and employees on errors and/or corrections needed to ensure accurate time entry. Effectively interprets and performs transactions based upon the appropriate state policies, procedures, and guidelines pertaining to leave administration. Provides information, assistance and services to agency employees regarding leave accrual, leave usage and policies as it relates to the programs available to employees. Monitors leave reports to ensure errors are clear and leave issues are resolved timely. Communicates information to supervisors, Workers Compensation Administrator and FMLA Administrator relating to time and leave on affected employees to prevent overpayments/underpayments. Processes leave without pay actions for active employees and ensures entries are processed prior to each payroll deadline. Process all direct deposit changes for agency employees according to published guidelines. Processes stop payment requests for lost and/or stolen checks for employees. Receives and processes tax withholding changes. Assists with off-cycle payroll submissions. Updates sign-on bonus information received from Employment Services. Assists with monitoring step increases for identified staff. Runs payroll-related reports to prevent errors and/or overpayments. Provides quality customer service to employees that may have discrepancies with their pay. Monitors SharePoint for separation action submissions and ensures they are processed timely to prevent overpayment. Sends separation email to designated email group upon receipt of separation notifications. Prepares termination files for final leave audit and processes separation actions in accordance with payroll deadlines set by the Comptroller General's Office. Runs final payroll simulation to ensure leave payouts are correct and overpayments/underpayments are identified. Serves as a representative for the Payroll, Time & Leave Team during New Employment Orientation welcoming new hires and providing point of contact information for new employees. Presents time and leave information during new employee orientation. Maintains time and leave presentation documentation, ensures informational material is updated and distributed accordingly to new hires. Performs other job-related duties as assigned. Minimum and Additional RequirementsSTATE MINIMUM REQUIREMENTS: A bachelor's degree and relevant experience. ADDITIONAL REQUIREMENTS: Must have knowledge and ability to interpret policies and procedures relevant to the payroll area of human resources. Must have the ability to interact with all levels of management, ability to communicate and work effective with others. Knowledge of Microsoft Office, skilled in excel and experience in South Carolina Enterprise Information Systems (SCEIS) is preferred. Must be able to interpret the SC State Regulations as applicable to Payroll, Time and Leave transactions. Must have a solid understanding of FLSA Laws to apply to daily responsibilities. Must have working knowledge of payroll rules and processes. Under general supervision, the employee works under direct supervision of the Payroll Time & Leave Manager. Discretion is allowed in making decisions in areas that pertain to payroll time and leave transactions. Must understand the importance of confidentiality in Human Resources and be able to successfully interpret the content of all payroll matters. This position performs job duties relating to the custody, control, transportation, or recapture of youth within the jurisdiction of the Department of Juvenile Justice, and the employee may have direct and/or indirect contact with these youth during the performance of their daily tasks. Training applicable to these duties will be provided. Must be able to lift 20lbs. Preferred QualificationsPREFERRED AGENCY REQUIREMENTS: A bachelor's degree and one (1) year of payroll or SCEIS-related experience.
