POSITION OVERVIEW:

The People Operations Manager will manage and monitor the agency's performance standards; analyze performance data, evaluate employee performance by using BambooHR; conduct statistical performance analysis, participate in the development of training materials as well as hiring standards. Assist in hiring, training, conduct interviews to help hiring managers to select the best talent. Create, develop, implement, and conduct training programs for the organization's employees. Assess the organization's developmental needs to drive training initiatives, identifies, and arranges suitable training solutions for employees. Maintain an effective program for retention, promotion and succession planning.

REQUIRED QUALIFICATIONS AND SKILLS:

* Bachelor's degree in Human Resources, Training and Development, or a related field required. At least two years of training experience required.

* Excellent verbal and written communication skills.

* Strong presentation skills.

* Adept with a variety of multimedia training platforms and methods.

* Ability to evaluate and research training options and alternatives.

* Ability to design and implement effective training and development.

* Proficient with Microsoft Office Suite and related program software.

* Bilingual in Spanish, Cantonese, or Mandarin a plus

RESPONSIBILITIES:

* Implement and administer semi-annual Performance Review using BambooHR that evaluate measure, enhance and improve employee performance.

* Utilize assessments to evaluate and identify the current and emerging skills, competencies, and behaviors required to achieve desired organizational results.

* Assess training and develop needs through surveys, interviews, focus groups, and communication with managers

* Create, organize, plan, and present various forms of onboarding, orientation, and skills training for employees.

* Develop unique training programs to fulfill workers' specific needs to maintain or improve job skills.

* Create and/or acquire training procedure manuals, guides, and course materials.

* Assist in developing, initiating and maintaining effective programs for workforce retention, promotion and succession planning.

* Manage the maintenance and execution of the performance management system, including current job descriptions, standards of performance and performance evaluation instruments.

* Create and maintain an environment of equal employment opportunity, diversity and competitive advantage in support of the company's diversity and inclusion strategic plan.

* Present training and development programs using various forms and formats including group discussion, lecture, simulations, and videos.

* Maintain records of training and development activities, attendance, results of tests and assessments, and retraining requirements.

* Train and coaches managers, supervisors and others involved in employee development efforts.

* Evaluate program effectiveness through assessments, surveys, and feedback.

* Maintain knowledge of the latest trends in training and development.

* Prepare and implement training budget; maintains records and reports of expenses.

* Work effectively as a team member with other members of management and the HR staff.

* Assist the HR department with planning & preparing of various events

* Engage in professional development and apply learned knowledge towards using evidence-based best practices

* Engage in data analysis processes conducted by the Evaluation and Quality team to determine strengths and areas for improvement and follow action steps in the Continuous Quality Improvement (CQI) process

* Perform other related duties as required.

WORKING CONDITIONS: Typical office environment, with frequent travel to multiple Hudson Guild sites. Requires frequent sitting, standing, walking, talking, hearing & reaching. Occasional stooping, crouching, and kneeling.

PHYSICAL REQUIREMENTS: Position requires frequent communication with participants, management, and staff. Frequently remain in a stationary position, as well as operate a computer and other office machinery, such as phone and copy machine. Occasionally lift up to 20 lbs.
