Location: Boca Raton,FL, USA
This position performs a variety of advanced technical support involved in accepting, processing, delegating, and reviewing permits and other technical duties in support of the functions of the Municipal Services Department. Under the supervision of the Assistant City Engineer, provides excellent customer service while informing and directing the public and/or franchise utilities on issues relating to the process and requirements for permits in the right-of-way.
* Receives, reviews and processes permit applications, assuring completeness of applications;
* Coordinates permits for mapping with GIS Analyst;
* Provides standard permit conditions in permitting system;
* Coordinates with Municipal Services staff on technical reviews;
* Coordinates with the Building Department and other departments, as needed;
* Educates permit applicants regarding necessary permits and general code compliance of proposed projects;
* Coordinates software problems & actions with IT Department and Municipal Services Department;
* Trains and assists Department personnel on ePlan software;
* Verifies professional and contractor licensing with appropriate State agency;
* Processes contractor registrations, as needed;
* Prepares and maintains records and files on plans and permits;
* Assists the general public with permitting relating to the right-of-way;
* Assists and advises the general public in matters relating to right-of-way requirements, procedures, policies, regulations and status of submitted projects;
* Tracks permit applications from submission until approval and routes plan checks to appropriate personnel;
* Checks applications for all necessary approvals and other appropriate agency notifications;
* Maintains and files control records relating to issuance of permits;
* Research new products and technical solutions that would enhance digitalization and technology use within the Municipal Services Department;
* Develop and deliver webinar training for use by both internal and external customers;
* Develop training on the electronic plan submission process;
* Manage electronic plan submittals and process as required;
* Checks progress of approvals and inspections for other sections and departments within the City;
* Provides emergency management support related to permitted projects in the right-of-way;
* Composes routine correspondence independently or from supervisor's notes;
* Responds to complaints and provides information to the general public and contractors;
* Answers a high volume of inbound calls and responds to e-mails;
* Provides outstanding customer service;
* Logs applications for future reference and status check.
* General knowledge of permit processing;
* General knowledge of Federal, State and County law and ordinances;
* General knowledge of standard office methods and procedures and business English and spelling;
* General knowledge of department programs, policies, and procedures;
* General knowledge using Microsoft Outlook, Word, and Excel;
* General knowledge of GIS or ability to learn GIS technologies;
* Skilled in the operation of standard office equipment and computer equipment;
* Ability to perform a considerable volume of detailed record work;
* Ability to review construction plans against standard checklist items
* Ability to establish and maintain effective working relationships with associates and the general public;
* Ability to communicate effectively orally and in writing, maintain good working relationship, exercise initiative and sound judgment;
* Ability to work effectively within deadlines and ability to adjust priorities as needed to complete projects;
* Ability to type accurately at a rate of 30 wpm;
* Ability to serve in a supervisory capacity including delegating and reviewing the work of others;
MINIMUM AND PREFFERED QUALIFICATIONS:
Any combination of education and experience equivalent to graduation from an accredited community college with major coursework in engineering, survey, geographic information systems, building permitting, or closely related field. Minimum of three (3) years of technical support experience related to engineering or permit processing. Some supervisory experience is preferred.
SPECIAL REQUIREMENTS:
* Possession of a valid State of Florida driver's license.
