PLEASE WHITELIST ALL EMAILS FROM AS STATUS UPDATES FOR POSITIONS ARE SENT DIRECTLY FROM THIS EMAIL.GENERAL PURPOSE:Under general supervision, provides department information and customer service; processes online building permit applications and related documents; reviews construction plans, provides assistance and explains City codes and policies to business owners, builders, contractors and general public; answers questions within scope of authority and training.SUPERVISION RECEIVED AND EXERCISED:Works under broad policy guidance and direct supervision from the Chief Building Official.ESSENTIAL DUTIES AND RESPONSIBILITIES:The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.•Answers general and technical department questions within scope of authority and training; processes online documents, permit applications, fees and deposits;•Reviews and accepts building permit applications; reviews applications for completeness, collects applicable fees, and forwards applications to appropriate staff for review.•Accepts contractor and sub-contractor permit applications; reviews supporting documents for accuracy and completed required documentation.•Collects fees and issues receipts; balances and reconciles receipts to monies collected at the end of each day.•Responds to questions on permit readiness, project fees and other issues; explains policies, codes, and standards.•Maintains online permit logs and records retention schedule; maintains permit applications and files associated with the plan review process, plan resubmittals and permits; prepares periodic reports and conducts surveys as required.•Assists Chief Building Official and Building Inspectors with construction plan review; provides administrative support as needed; researches and provides information on permit status and plan review issues and related subjects.•Responds to request for information; provides technical information to department staff as authorized; provides assistance to the general public within scope of authority; provides assistance, technical guidance and training on technical issues and statutory requirements.•Maintains the budget to include: paying invoices, creating purchase orders, and preparing check request for inspectors.•Assists the Chief Building Official with the fiscal budgeting process.PERIPHERAL DUTIES:May serve as a member of other City committees. Other duties as assigned.DESIRED MINIMUM QUALIFICATIONS:Education, Experience and Certification:•Graduation from High School or GED equivalent, and one (1) year of experience in technical support functions, preferably in a government environment; OR an equivalent combination of education and experience.•Must possess a valid Texas Driver's License•International Code Council (ICC) Permit Technician certification is required within one (1) year of appointment.KNOWLEDGE SKILLS AND ABILITIES:Required Knowledge of:•City ordinances, building codes or construction trades.•Ability to manage multiple tasks.•Reading construction plans, permit applications and specifications, and communicating technical requirements to architects, engineers, contractors, developers and the general public.•Principles of record keeping and record management.•General understanding of building inspection processes and construction plan reviews.•Ability to solve issues, manage situations and make decisions where limited standardization exist.•City organization, operations, policies and procedures.Required Skill in:•Reading building plans, permit applications and specifications, and communicating technical requirements to architects, engineers, contractors, developers and the general public.•Reading, understanding and applying building standards and procedures, applicable State and Federal rules and regulations, and City policies and procedures.•Reading construction drawings, plans, and specifications.•Applying department standards and City policies.•Establishing and maintaining cooperative working relationships with employees and the public.•Operating a personal computer utilizing a variety of business software.•Effective communication, both verbal and written.TOOLS AND EQUIPMENT USED:Skill in use of standard office equipment, including personal computers, networked devices, scanners, photocopier, motor vehicles, etc.SELECTION GUIDELINES:Formal application; review of education and experience; oral interview; background check; successful completion of a drug screen. Job related tests may be required.PHYSICAL DEMANDS:Must be able to safely pull, push, lift and carry items weighing up to forty (40) pounds and is subject to sitting, standing, bending and reaching for extended periods of time.WORK ENVIRONMENT:Work is performed in a standard office environment; is subject to sitting, standing, bending, and reaching for extended periods of time.The duties listed above are intended only as illustrations of the various types of work that may be performed.
