Job Type Full-timeDescriptionGENERAL DEFINITION AND CONDITIONS OF WORK: Provides high quality customer service on permitting, planning, zoning and land use topics; Performs intermediate technical work involving the management of intake and processing of building, zoning, and land use permits including preparation and/or maintenance of permitting, zoning, and planning documents or related records, and related research; does related work as required. Performs with a high degree of public contact in person, via phone and email and other media. Performs skilled clerical work; responsible for managing the building permit and development application process under the direction of the department head. Thorough knowledge of standard office practices, procedures and equipment. Requires effective public relations skills for frequent contact with the public. Work is performed under the limited supervision of the Director of Community Development. This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires stooping, standing, walking, lifting, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions. ESSENTIAL FUNCTIONS/TYPICAL TASKS: High Level Overview of Skill Needed
  • Preparing and assisting with the maintenance of permitting, zoning and planning applications and records, financial records; entering, verifying and checking data; processing applications and ensuring completeness and accuracy at time of first contact; processing permit fees and/or associated fees; purchasing, inventory, budget and other financial accounts.
  • Serves as a cashier including receipt of payments; posts monies to appropriate accounts and reconciles accounts.
  • Answers telephone; greets visitors; responds to requests and complaints; forwards visitors and callers to appropriate party.
  • Processes permit fees calculating appropriate costs, collecting fees, updating case files, receiving and processing payments, ensuring proper State fees.
  • Verifies required and appropriate business licenses and contractor licenses; works with State agencies for updates and verifications.
  • Maintains permit files, schedules permit inspections, coordinates field meetings and questions from customers ensuring proper answers for efficiency and completeness for project completion.
  • Files cash receipts; monitors recurring cash receipts; processes returned checks.
  • Answers questions about all aspects of Community development functions, including aspects of Public Works, Utilities, Fire, and other agencies.
  • Operates computer, calculator, and other standard office equipment incident to maintaining records.
  • Performs related tasks as required.
  • RequirementsKNOWLEDGE, SKILLS, AND ABILITIES: In depth knowledge of community development operations, building permit processes and aspects of zoning. Must have exceptional customer service skills and ability to handle a myriad of questions and tasks while providing accurate information to customers. General knowledge of accounting terminology, methods, procedures and equipment; general knowledge of standard office procedures, practices and equipment; ability to understand and follow oral and written directions; ability to establish and follow detailed work procedures; ability to post accounts and to perform mathematical computations with speed and accuracy; skill to use a variety of office equipment and machines; ability to establish and maintain effective working relationships with associates and the general public. Knowledge of the Town of Warrenton and Fauquier County are a benefit.EDUCATION AND EXPERIENCE:Any combination of education and experience equivalent to graduation from high school; experience and understanding of basic functions of permitting, planning and zoning; and moderate experience in general office, accounts payable/receivable, payroll, bank reconciliation, and/or other accounting work. Microsoft Office and experience with Open Gov software a plus.Salary Description $42,918.00 to $68,668.00
